경찰청은 수사의 책임성을 높이기 위해 대규모 경찰서 수사과를 「지능범죄수사과」와 「경제범죄수사과」로 분리하는 계획을 수립* 투고일：2015. 1. 14. 심사일：2015. 2. 13. 게재확정일：2015. 3. 9. ** 동국대학교 경찰행정학과 박사과정, 서울 송파경찰서장 (제1저자). *** 동국대학교 경찰행정학과 교수 (교신저자). 경찰청 수사과 문서 (2014. 4. 10) ‘수사간부 책임수사시스템 구축계획’하고 시범운영을 개시하였다. 이에 따라 송파결찰서가 치안여건과 규모 등을 고려하여 시범관서로 지정되어 계획에 따라 조직 개편하고 즉일 상담실과 담당 변호사제를 실시하였다. 계획에 따른 운영 성과는 송파경찰서의 범죄 통계에 근거하여 운영 전후의 지표를 양적 비교하였다. 또한 활동 사례를 연구하고, 그 성격에 대해 해당 부서 구성원들에게 인터뷰를 통해, 행태 변화에 대한 의견을 수렴해보았다. 연구결과를 요약하면 정책의 취지에도 불구하고 인력 충원 부족으로 수사관이 감소된 것이 반감효과를 가져왔으며 이로 인해 1인당 사건 처리량이 증가하고 사건 보유량도 일정기간 적체 증가하였다. 그러나 기소율ㆍ구속영장발부율 등이 상승한 것은 중요 사건에 대한 적극성이 높아졌으며, 내부 구성원에 대한 설문 조사 결과도 신설 및 팀 개편, 환경개선 그리고 제도 운영에 대해 긍정적인 답변이 우세하였으며 긍정적 효과를 지지하는 답변이 우세하였다. 이 같은 분석을 통해 볼 때 ‘경제범죄수사과 신설’의 정책은 긍정적 측면이 많은 것으로 볼 수 있다. 이 연구를 계기로 향후에는 인력을 확충하고 경제팀 활동에 대한 성과 평가를 할 수 있는 지표를 개발하고 다양한 방식의 평가도구 개발이 요구된다.
In order to enhance the responsibility of investigation, police department has a plan to separate the investigation department into intellectual crime investigation and financial crime investigation in a large department. Therefore, Song-pa police department has been selected as a pilot operation department, with considering security conditions and department size. They have restructured their organization. They provide counseling services to civil petitioners on the day and lawyers in charge. In this study, the results of pilot operation are evaluated with crime statistics, comparing before with after. Also, performances are examined and interviews and a survey are conducted to department members. Finally, opinions about the plan are collected. In sum, in spite of the purpose of plan, personnel recruiting is still shortage, thus cases to solve per person and holding cases had increased. However, the rate of prosecution and issuing warrant has increased. As the result of the survey, positive answers about reorganization, environment improvement, and system operation are predominant. Therefore, there are positive aspects about establishing the financial crime investigation department. In the future, human resource should be expanded and index of performance evaluation should be developed.
