프랑스를 거쳐 유럽대륙으로 확산되었던 중세 서구의 사고와 지식 그리고 문화가 지금까지 전 세계에 영향을 미치고 있다. 이러한 역사적 배경에는 프랑스 문화와 합리주의를 내세우는 앵글로색스니즘의 문화가 그 중앙에 서 있다. 그리고 이들 문화 권력은 대량소비사회를 만들어낸 미국사회에서 꽃을 피우게 되었으며 이들을 통칭하여 문화패권주의라고 부른다. 문화패권의 흐름은 그리스 로마의 지역문화 패권을 거쳐 중세 유럽 두 곳에서 18-19세기에 다시 나타났는데 바로 프랑스 문화패권주의와 앵글로색스니즘이다. 이들 두 문화패권주의의 흐름과 경향 및 충돌은 현재진행형으로 대부분의 세계가 아직도 이들 영향권 내에 있다. 그러나 문화는 수용보다는 거부의 측면도 존재한다. 헤게모니는 반드시 반작용을 불러오기 때문이다. 경제적 독립개념은 문화적 독립개념까지 불러오게 되었으며 바로 문화적 헤게모니에 대항하는 지역 분화된 문화패권주의를 불러오게 되었다. 그간의 문화패권주의는 기존 열강들이 도전에 직면하고 해체되면서 힘의 균형이 재편되어 지역별로 새로운 힘의 구도가 형성되기 시작하면서 지역문화패권주의가 떠오르고 있다. 해당 지역마다 고유한 문화패권주의가 자라나기 시작했으며 힘으로 대항하는 때가 도래했다. 즉 기존의 세계화 과정에서 검토했던 전략들보다 새로운 지역문화패권주의 속에서 새로운 전략이 요구된다고 볼 수 있다
The thoughts, knowledge, and culture of medieval Europe—proliferated in Europe from France—are currently influencing the entire world. The French culture and the rational culture of Anglo-Saxonism form the center of the historical background of Europe. This cultural power has also flourished in the American society where the culture of mass consumption has grown. All these phenomena are commonly known as “cultural hegemony.” The trend of cultural hegemony was evident in localized cultural hegemony in Greece and Rome and then in Europe in the 18th and 19th centuries, which is known as French cultural hegemony and Anglo-Saxonism. Unlike Anglo-Saxonism, French cultural hegemony, which has driven the universal proliferation of French culture, was developed while striving to overcome the mighty power of America since World War II. However, the culture may be refused rather than accepted. The concept of economic independence is accompanied by the concept of cultural independence, which pits localized cultural hegemony against cultural hegemony of an economic power. Meanwhile, the balance of power has been reorganized, while the cultural hegemony of the existing powers disintegrated when faced with various challenges. As a result, regions created a new power map characterized by localized cultural hegemony. Now, there appears a unique cultural hegemony in every region and there is conflict between local hegemonies. Therefore, a new strategy may be required in new local cultural hegemony rather than strategies that have been considered in the existing globalization process.
