공공갈등은 오늘날 사회갈등의 주요 유형으로 등장하고 있으며, 1990년대 이후 지역사회에서 공공갈등의 빈발은 한국 사회의 일반적 현상이 되고 있다. 이 글은 제주지역에서 발생한 공공갈등 사례에 대한 분석을 통해 갈등관리 프로세스의 필요성과 함의를 도출하는 데 목적을 두고 있다. 이 글은 제주 지역의 주요 공공갈등 사례라고 할 수 있는 ‘해군기지 건설’과 ‘영리병원 허용’ 갈등 사례를 갈등관리 프로세스의 시각에서 검토·평가하고, 민주적인 공공갈등관리 시스템 구축을 위한 정책적 함의를 도출하고 있다. 특히 이 글은 공공갈등의 예방에 초점을 맞추고 있는데, 이를 위해서는 관련 정보의 투명한 공개와 충분한 제공을 통해 정책을 입안하고 이해관계자와 시민들의 여론을 수렴하는 참여적 정책결정을 수행하는 것이 중요하다고 주장한다.
Public conflict is one area of major social conflicts today, and it occurs very often in Korean local community during the post-1990s. This paper aims to analyze cases of public conflicts occurred in Jeju and to suggest the necessity of conflict management process and discuss about the implications for its practice. The paper examines and evaluates two policies cases which Jeju local government decided to push ahead with―Jeju naval base construction and the permission of for-profit hospital―in the perspective of conflict management process, furthermore, draws policy implications for establish public conflict management system. In particular, this paper focus on the prevention of public conflicts and with this in mind, call for the local government to take on a pivotal role, that is to say, transparent delivery of the relevant information and complete release of it in policy making process and collection of extensive opinions from all walk of life, including stake holders and ordinary citizens in policy decision process.
