본 논문은 도로정비사업의 시행 배경을 살피고, 정부가 사업을 시행한 목적, 이 과정에서 나타난 각국 공사관의 영향에 주목하였다. 또한 사업이 서남부 지역에 집중된 것에 대한 한성부민의 반응을 고찰하였다. 이로써 개항기 한성의 도시 변화 과정에서 나타난 사회상을 밝혔다는데 그 의의가 있다고 할 수 있다. 기존연구에서 도로정비사업은 광무개혁 논쟁의 일환으로 사업의 주체가 고종인지 개화파인지를 두고 논란이 있어 왔다. 고종을 주체로 본 연구는 도로정비사업의 시행이 황도만들기의 일환이라 보았다. 개화파를 주체로 본 연구는 미국 경험이 있는 개화파 관료들이 워싱턴D.C.를 모방하여 사업을 시행하였다고 보았다. 그러나 이러한 주체논쟁은 사업의 배경을 개화파의 浮沈이나 고종의 황권 강화를 위한 시도로 한정시키는 한계를 가졌다. 그러나 한성 도로정비사업은 개항 이후 서구식 도로관이 축적되고, 갑오개혁기 대내외적으로 개혁 요구가 팽배해 있었기 때문에 가능했다. ʻ문명개화국ʼ이 되고자 한 조선정부의 의도와 한성에 체류 중이던 외국인의 요구가 함께 작용한 것이다. 도로정비사업은 도시의 경관은 진전시켰지만, 일상의 상업침탈을 가속화하고 소규모 조선 상인들에게는 피해를 입혔다. 또한 사업의 대상이 서남부지역에 치중되면서, 그 혜택이 한성부민에게는 잘 미치지 않았다. 한성부민은 도로정비사업이 정동지역에 치중된 것을 비판하며, 이에 대해 불만을 토로하기도 하였다.
This paper analyzes the background and the purpose of the Road Improvement project(道路整備事業), the influence of each countriesʼ embassies, and the responses of the Hanseong-Bu Residents(漢城府民). This is meaningful to find the social change in the course of the transformation of Hanseong(漢城) during the Open-door period. Most of the previous studies discussed the main agent of the project. Some studies thought Gojong was a main agent of the project, and defined the project as a part of the making the Imperial metropolis(황도만들기). Other studies argued that the Enlightenment Party officials(개화파), who had a experience from America, implemented the project based on the Washington D.C.. However, both of argument limited the background of the project to Emperor and officials. There were many other backgrounds except to Gojong and Officials. The western style road view was accumulated at that time, and there was a widespread demand for reform both inside and outside the nation during the Gabo Reform of 1894. On other word, both of the governmentʼs desire for ʻCivilization and Enlightenmentʼ and the foreignersʼ demand who lived in Hanseong drove to implement the project. As the result of the Project, the cityʼs landscape was improved. Nevertheless, the invasion of Japanese merchant became more severe, and the small merchants and vendors of Chosun were damaged. Meanwhile, Hanseong-Bu resident criticized and complained that the project was unfair in that it was concentrated on only Jung-dong region.
