중국은 서부대개발ㆍ동북진흥ㆍ중부굴기전략과 같은 다양한 지역균형 발전정책들을 실시함으로써 선부(先富)에서 균부(均富)로의 발전에 대한 의지를 나타내고 있다. 그러나 중국은 지속적인 경제성장을 이루기 위해 가용자원의 효율적이고 집중적인 사용이 불가피한 상황에 직면해 있어 균형발전을 위한 실행 능력에는 많은 한계를 가지고 있다. 따라서 중국의 지역발전전략이 불균형 발전에서 균형발전전략으로 전환되었다는 분명한 근거를 찾기는 쉽지 않다. 오히려 현재 중국이 추진하고 있는 지역발전전략은 지역간 균형발전전략의 차원보다는, 개혁ㆍ개방정책 이후 중국 지도부가 당면한 정치ㆍ경제ㆍ사회적 조건에서 그 함의를 찾아야 할 것이다. 개혁ㆍ개방이후 중국의 가장 중요한 지역발전전략의 기조는 성장거점전략에 따라 선도적인 일부지역의 우선적이고 안정적인 발전환경을 구축하는 데 놓여져 있다. 이에 따라 서부대개발과 중부굴기전략의 추진은 중장기적으로 이들 지역의 발전을 목표로 하고 있지만 단기적으로는 중ㆍ서부 지역의 정치ㆍ사회적 안정을 유지하는 한편 동부 지역의 지속적인 성장을 위한 조건을 형성하기 위한 중국 지도부의 ‘이미지 전략’과 ‘정치적 배려’라는 측면에서 이해될 수 있다. 반면 동북진흥전략은 주장삼각주, 창장삼각주 그리고 환보하이 삼각주 지역에 이은 중국 경제의 ‘제4성장거점’ 건설을 통한 경제의 지속적인 성장을 이루고 이를 통해 통치기반의 확립과 체제 정통성 유지를 위한 ‘체제 업적 전략’(政绩工程)으로서의 중요성을 가지고 있다. 이와 같은 지역거점 전략의 측면에서 볼 때 향후 중국의 ‘제5의 성장거점’지역으로 충칭(重庆)ㆍ청두(成都)를 중심으로 하는 ‘청위경제지대’(成渝经济地带)에 주목할 필요가 있다. 이 지역은 낙후된 공업지대에 대한 발전전략을 추진하는 동북진흥전략의 연장선상에 있는 지역으로 이해될 수 있으며, 장기적으로 서부대개발의 성공적 실현을 위한 성장거점이자 교두보로서의 전략적 의미도 중시되고 있다.
