북한은 현재 다양한 종류의 미사일을 수백기 보유하고 있고, 생화학무기를 탑재할 수 있으며, 핵탄두 개발에 노력을 경주하고 있고, 전 세계적으로 미사일 방어가 군사에 관한 핵심적인 주제로 부상되고 있어 한국도 미사일 방어에 관한 제반 사항을 적극적으로 토의할 필요가 있다. 특히 한국의 경우 지리적 종심이 좁아서 대응시간이 제한되어 중간경로 방어는 거의 불가능하기 때문에 적의 미사일이 발사되기 전이나 부스트 단계에 있을 때 이를 무력화할 수 있는 방안에 더욱 높은 비중을 둘 수밖에 없다. 이러한 점에서 한국은 적 미사일의 탐지, 추적, 조기경보, 지휘통제를 위한 능력을 강화하여야 하고, 공격능력에 있어서도 스텔스 및 정밀타격능력, 나아가 레이저 무기 등의 첨단 능력개발에 노력할 필요가 있다. 그리고 적극적 방어를 위해서도 하층방어에 중점을 두어 핵심도시 및 전략적 요충지를 방어할 수 있도록 배치하는 가운데, 상층방어 능력을 점차적으로 구비해 가는 방향으로 추진할 필요가 있다. 당분간은 항공기에 대한 방공망과 통합함으로써 효율성을 중시하되, 점진적으로 미사일 방어에 관한 비중을 높일 필요가 있다. 또한 미사일 방어 노력의 효율성을 강화한다는 측면에서 우방국과의 협력, 특히 미국과의 협력을 적극적으로 검토할 필요가 있고, 미국이 개발하여 배치하고 있는 전력을 효과적으로 활용할 필요가 있다.
