이 글은 중국이 강대국화의 일환으로 소프트파워를 확대시키고 있음을 주장한다. 중국은 급속한 경제발전을 기반으로 부상하고 있으며 세계적 차원의 강대국이 되고자 한다. 중국의 강대국화 실현은 국내경제의 지속적인 발전을 전제로 하며, 국내경제의 지속적인 발전은 자원의 안정적인 공급선 확보가 전제이다. 따라서 중국은 소프트파워를 확대시켜 자원의 공급선 안정화를 도모하고자 한다. 대표적인 사례가 중국의 대 아프리카 정책이다. 중국은 아프리카 국가들에 대해 정치적 조건이 부과되지 않은 경제원조, 보건외교 및 기반시설확충 지원외교 등을 통해 아프리카 국가들과의 관계를 강화시키고 자국의 이미지를 제고한다. 아프리카 국가들 또한 중국의 발전경험에 관심을 보이는 등 중국의 소프트파워를 자발적으로 수용하고 있다. 중국의 슈퍼파워를 향한 야망은 중국이 아프리카 국가와의 관계강화에 더욱 박차를 가하게 한다. 이렇게 지역세력(regional power)으로 간주되어 왔던 중국이 그 지지기반을 확대하는 외교정책을 취함으로써 세계적 차원의 강대국에 대한 강한 의지를 나타내고 있다.
This paper that China has adopted an extension of its soft powers a strategy for being a great power. China has been rising based on the rapid economic growth andit is now attempting to place itself in the position of great power. In order to achieve its goal, the Chinese economy is required to continue to grow at the current pace and for this, it's a prerequisite to secure a reliable suppliers of resources. Consequently, China is extending its soft power which is intended to stabilize the resources supply for the continuous development of its domestic economy. And it's found in China's policy toward Africa as a good example. In order to strengthen the relationship with the African countries and to improve its image, China is making approach in various fields, for example, by providing economic assistance without any political strings, reducing debt for heavily indebted poor country, sending medicines and dispatching medical teams for anti-malaria, building infra structure and so on. African countries are also very friendly to China's soft power, having an interest in what China has successfully made. The ambition of China toward the super power encourages its effort to strengthen the relationship with the African countries. China has been regarded as a regional power until now, but recently it is increasingly having an influence over theAsian region to increase its supporting base and China now express a strong will for being a global power.
