이명박 정부의 현단계 대미 외교안보정책은 “노무현 효과,” 자신의 미국친화성, 그리고 미국의 이 정부에 대한 기대와 희망으로 인해 강한 스트레스 하에서 실패의 가능성에 노출되어 있다. 필자는 이러한 실패를 막기 위해 연한 보수의 외교안보 철학에 기초한 전략적-실용주의적 접근을 제안하였다. 이 접근은 원칙과 목표의식이 분명한 한 결과와 사실을 중시하는 실용주의의 유연성과 유용성이 보장되어야 한다고 주장하며, 이러한 실용주의적 성과들의 체계적 축적이 결국 상위적 가치를 실현한다고 제시한다. 필자는 이러한 원칙 하에서 한미 외교안보관계의 핵심을 구성하는 북핵 및 전작권 문제에 대해 대안을 제시하였다. 이 정부가 좌 우 극단주의를 극복하고 외교안보의 미들클래스를 형성하여 광해군이래 전략적-실용주의 외교안보를 성공시킨 중요한 한국 역사로 기록될 수 있을지 주목된다.
This study finds that the U.S. policy of the Lee government of Korea is currently in a formative stage lacking coherence and a strategic vision. The author proposes the strategic-pragmatic approach that considers democratic principles and humanistic values on which every foreign policy, or public policy for that matter, should be designed and pursued. The approach also appreciates the importance of prioritization of issues, and distinguishes between what can be accomplished now and what can be achieved in the future. It highlights the wisdom that problems that are intractable now will become far easier to solve thanks to the accumulation of prior accomplishments. Under this framework the author discusses some specific issues concerning Korea-U.S. security relations.
