최근 경제의 세계화의 진전과 함께 일국적 정체(政體)의 산물인 민주주의가 결손(deficit)되고 시민권이 훼손되는 현상이 지구적 의제로 부각되고 있지만 위로부터의 세계화에 대항하기 위한 주장들은 아직 이론적 정초(定礎)에는 취약한 게 현실이다. 이 연구는 코즈모폴리턴 공화주의의 지구시민권구상의 실천전략을 연구해 세계화에 저항하는 이론적 실천적 이슈들에 대한 적용성을 규명하고자 했다. 구체적으로 지구시민의 비지배자유 실현을 위한 반지배원칙 실천전략, 비지배자유의 조건으로서의 포괄적 시민권 실천전략, 지구시민의 정치참여 실천전략을 제시했다.
Recently along with economic globalization to be advanced, the phenomenon has been rising as global agenda that democracy has a deficit and citizenship is dismantled as a puoduct of national political system. But opinions to resist globalization from above are lack of theoretical foundation. This article studied the practical strategy of the global citizenship idea of cosmopolitan republicanism and examined the applicability on the theoretical and practical issues to resist globalization. Concretely this study suggested the practical strategy of anti-domination to realize freedom as non-domination of global citizen, the practical strategy of full citizenship as a condition of freedom as non-domination, the practical strategy of the political engagement of global citizen.
