본 논문은 알트펠드와 모로우가 주장한 ‘자율성-안보 교환 모델’에 의거하여 대미동맹에서 한국과 일본이 어느 정도의 자율성을 양보하고 있느냐를 비교하고, 이를 통하여 유사시 미국이 한국을 적극적으로 지원할 것인가를 판단해보기 위하여 작성되었다. 이를 목적으로 하여 위 이론을 분석의 틀로 삼아 방위비 분담, 탄도미사일 방어, 대중국 정책 방향에 있어서 한국과 일본의 대미 자율성 양보 정도를 평가하였다. 본 논문의 분석결과 한일 양국은 대미 자율성 양보 측면에서 상당히 대조적인 태도를 보였다. 일본은 적극적으로 자율성을 양보하는 반면에 한국은 그렇지 않았고, 미국도 그러한 차이를 인식하고 있을 가능성이 높다고 보인다. 동맹의 강화와 약화는 다른 다양한 요소에 의하여 영향을 받겠지만, ‘자율성-안보 교환 모델’에 의하면 한국의 소극적인 자율성 양보가 지속될 경우 유사시 미국이 안보지원에서 소극성을 띌 가능성이 높다. 북한의 핵위협으로 인하여 미국의 확고한 안보지원이 더욱 절실해진 상황이라면, 한국은 자율성 양보에 더욱 적극적일 필요가 있다. 한미동맹의 존속과 강약은 한국보다는 미국에 의해 좌우되는 측면이 크다는 점을 인정하는 가운데, 한국은 미국과의 동맹관계를 더욱 돈독하게 강화하고, 중국과의 ‘전략적 협력 동반자 관계’가 갖는 한계를 냉철하게 인식하며, 역안분리 차원에서 일본과의 협력을 증진할 수 있어야할 것이다.
This paper is written to compare the degree of giving up its autonomy by South Korea to that of Japan in their alliance with the U.S. based on the "Autonomy-security Trade-off Model," which was developed by Michael F. Altfeld and James D. Morrow. It uses three issues such as two nations' cost sharing for the U.S. forces in their land and their Ballistic Missile Defense against North Korean nuclear threat and their policies toward China. As a result, South Korea and Japan were found to have a relatively big difference in giving up their autonomy for their ally, the U.S. South Korea was reluctant in the giving up while Japan was very cooperative in comparison. Although the alliance continues due to other various factors, the reluctance of giving up of the autonomy by South Korea would make the U.S. also reluctant in its support in case of South Korean security crises including North Korean nuclear threat or attack. If South Korea needs a strong security support by the U.S. especially for its nuclear deterrence and defense, it should clearly recognize the trade-off between giving up of its autonomy for the U.S. and the U.S.'s implementation of the security commitment. South Korea should do its best to strengthen its bondage with the U.S., recognize the limitation of its strategic partnership with china and materialize its security cooperation with Japan.
