본 연구는 일본 방산기업들의 기술특허 출원행동을 통해 연구개발 추이를 살펴보는 데에 그 목적이 있다. 이를 위하여 1971-2008년 사이에 일본 방산기업들이 특허출원한 데이터를 토대로 실증연구를 시행했다. 일본 방산기업들이 출원하고 있는 특허를 군수전용기술, 범용기술, 민생기술 분야로 분류해 각 분야별 특허출원이 시대별로 어떠한 변화를 보이는지 고찰하였다. 또한 각 특허의 피인용횟수를 집계해 측정된 특허가치를 토대로 방산기업이 갖고 있는 군수전용기술, 범용기술 및 민생기술 중 어느 분야의 특허가치가 높은지를 파악했다. 연구 결과 다음과 같은 사실을 알 수 있었다. 첫째, 1971년 이후 지속적으로 증가추세였던 일본 방산기업의 특허출원은 버블이 붕괴되기 시작한 1991년 이후 감소세로 돌아선 것으로 나타났다. 둘째, 무기, 폭약, 폭파로 분류되는 군수전용기술의 경우 1993년 이후 감소세로 돌아섰으며 비중도 지속적으로 감소한 반면, 범용기술의 경우 특허출원비중이 증가하는 추세를 보였다. 범용기술 가운데 특히 전기통신과 관련한 특허출원수와 비중이 크게 증가하고 있는 것으로 나타났다. 셋째, 특허기술의 피인용도를 조사하여 특허 가치를 측정한 결과, 군수전용기술은 방산기업의 평균 특허가치보다 낮게 나온 반면 전기통신기술은 평균치보다 높게 나타났다. 이는 곧 최근의 군수산업기술에서는 기술 고도화와 일렉트로닉스화가 진전되고 있음을 나타내는 것이다. 방산기업의 기술취득 경향도 과거 군수전용기술 특허에서 범용기술, 특히 전기통신기술 특허 부문으로 변화하고 있음을 본 연구에서 확인할 수 있었다. 방산기업은 군수용 기술과 민간용 기술의 혼용(混用)에서 새로운 성장동력을 모색하고 있는 것을 본 연구에서 파악할 수 있다.
This study aims to analyze the trend and evolution of technology based on the Japanese patents application data on defense industry. By analyzing patents application data which is the most direct and actual behaviour of research and development, we empirically have studied the trend and importance of the technologies of Japanese defense industry from 1971 to 2008. We classified the patents as a military technology, dual-use technology, and civilian technology. The results obtained are as follows. First, the gradual decrease of the number of the patent applications has been detected since the collapse of the bubble economy in 1991. The amount of the patent applications on Military technology such as weapons, explosives and blasting has been reduced, whereas the increased number of the patent have been detected in the dual-use technology fields. Especially, telecommunications-related technologies have a significant increase of proportion and number of patents during the past 40 years. This study indicates that recent technology in the defense industry is electronically changing very fast, and the trend of technological developments on Japanese military industry are changing also.
