The effectiveness of R&D programs implies a goal achievement level and efficiency of R&D programs represents feasible output levels given the scale of inputs. Thus, the comprehensive performance analysis of R&D programs should be carried out. This study suggests a framework to conduct the comprehensive performance analysis of R&D programs in terms of effectiveness and efficiency at the same time. In this framework, the Weighted-sum method based on AHP is employed to analyze the effectiveness and BCC/AR model of DEA is employed to analyze the efficiency. We then present E-E Map which improves the visibility as catching current states of R&D programs. E-E Map, moreover, helps practitioners find several implications and guidelines for R&D programs to improve effectiveness or efficiency.
본 연구에서는 균형적인 관점에서 연구개발사업의 성과를 객관적이고 정량적으로비교분석하여 효과적인 연구개발사업 운영관리 및 발전방향을 제시하였다. 연구개발사업의 객관적인 성과분석을 위해 전문가중심의 정성적인 평가를 보완할 수 있도록 정량적인 성과를 중심으로 효과성 중심의 성과분석방법인 가중합계분석과 효율성 분석을 위해자료포괄분석을 수행하였다. 두 가지 성과분석 결과의 비교분석을 위해서 첫째, 성과지표 후보군을 대상으로 상관관계분석 실시하여 평가요소간의 상호의존성을 최소화하였다. 둘째, 동일한 성과지표를 사용하여 성과분석의 상호보완성을 최대화하였다. 셋째, 효과성과 효율성 두 가지 측면에서의 평가 결과를 이용하여 연구개발사업의 성과를 진단하는 효과-효율 매트릭스를 개발하였고, 이를 통해서 연구개발사업 벤치마킹 대상을 선정하고 시사점을 도출하였다. 마지막으로, 본 연구에서 제안한 연구방법을 16개 연구개발사업에 적용하여 사례연구를 수행하였다
