국내적이든 국제적이든 조직범죄 집단은 국가를 부패시키고, 부패는 조직범죄 집단과 테러리즘이 발호하는 우호적인 환경을 만든다. 또한 테러집단은 조직범죄 행위를 통해 자금을 마련하고, 조직범죄 집단은 테러집단과의 연계를 통해 이익을 극대화할 수 있는 계기를 마련한다. 양자는 또한 그들의 생존과 번영의 터전이 되는 혼란과 분쟁의 지속을 가로막는 안정을 원하지도 그들을 통제할 수 있는 국가를 원하지도 않는다. 이처럼 조직범죄-부패-테러리즘의 ‘악의 삼각 축’은 유기체처럼 상호 연계되어 긴밀하게 활동한다. 초국가적 범죄와 테러리즘과 부패가 융합되는 환경은 국제질서를 극단적으로 위협하고 있다. 지역 공동체들내의 범죄 네트워크 구조에 내재된 특성과 그들의 활동을 통제할 수 있는 국가적 국제적 군대와 법집행기관의 무력함은 그들을 더욱 위험하게 만들고 있다. 러시아의 경우 역사적으로 깊게 뿌리내린 범죄사회가 체제전환의 혼란기를 만나 새로운 범죄조직의 형태로 사회 전반에 만연된 부패를 통해 자신의 활동과 이익의 터전을 확보하고 국제적 확산을 통해 테러리즘과의 연계가능성을 더욱 높이고 있다. 정치적 의지는 부패와 조직범죄 그리고 테러리즘을 줄이는 필요조건이지 충분조건은 아니다. 외부적인 압력요인 또한 부패에 영향을 줄 수 있고, 국제적인 반조직범죄 연대는 초국가적 조직범죄 활동을 위축시킬 수 있다. 국제적 테러와의 전쟁은 부패와 조직범죄와 테러간의 연계관계를 확인하고 그 고리를 끓는 것에서 부터 시작될 수 있다. 러시아와 관련하여 이런 문제의 미래는 러시아의 새로운 지도부의 태도와 능력에 분명 적지 않게 의존할 것이다. 그러나 지금까지의 경향이나 추세로 볼 때, 소비에트 시절 이래 관료사회에 만연된 부패와 굴락에 뿌리를 두고 10여년간 체계화된 조직범죄, 즉 러시아 마피아와 이 둘의 토양위에 성장한 테러리즘의 문제는 푸틴에 이어 메드베데프 정권의 풀기 어려운 숙제로 여전히 남아있다.
Both Domestic and Transnational Organized crimes corrupt the country, corruption creates a favorable environment for the organized crime and terrorism. The terrorist group organized illegal activities to raise funds, organized crime groups get the opportunity to maximize profits through links with the terrorist group. Both shares the confusion and conflict as the common foundations of their survival and prosperity. These evil trinity, organized crime․corruption․terrorism are linked closely to activities. The environment, in which transnational organized crime and terrorism cooperate through corruption, is extremely threatening to the international order. The network structure of Organized Crime in local communities and the weakness of law enforcement agencies are making them more dangerous. Russian criminal society deeply rooted in the historical background is transformed into a new criminal organization, the Russian Mafia. Through the rampant corruption of the society, the Russian Mafia is more increasing the potential for linkages with international terrorism. Two closely related counterforces to the evil trinity, transnational organised crime, terrorism and corruption will be the political will of the Russian leadership, as well as the state capacity available to the president Dmitry Medvedev. But until now, the Russian Mafia as a organized crime and corruption have grown in the soil of the Soviet Kulak and bureaucracy, sharing common interest with terrorism. So, the war against the evil trinity will not be easy.
