이 연구는 아르메니아인 디아스포라 대학살을 제노사이드로 인정하는 문제를 두고 국제관계 차원에서 고찰하고 있다. 이를 위해, 이 연구에서는 아르메니아 문제의 배경과 역사적 전개, 아르메니아인 제노사이드의 인정문제와 국제사회, 그리고 초국적 아르메니아인 디아스포라의 정치적 행위를 살펴본다. 이러한 인정문제를 두고 아르메니아와 터키, 아르메니아와 아제르바이잔, 그리고 미국과 유럽연합 국가 등에 나타난 국제관계는 자국의 이익에 따라 사뭇 다양하다는 것을 이 연구는 보여주고 있다. 첫째, 아르메니아와 터키는 아직도 국교 관계, 국경이 개방되지 않은 상태에 있다. 둘째, 터키의 동맹국인 아제르바이잔과 아르메니아는 나고르노-카라바흐 영토 문제와 아르메니아 문제를 서로 연계하여 외교관계를 접근하고 있다. 셋째, 미국은 터키에 있는 공군기지, 에너지 계약 등으로 아르메니아인 대학살을 제노사이드로 인정하지 못하고 있는 실정이다. 넷째, 유럽연합은 아르메니아인 제노사이드 인정문제를 터키의 유럽연합 가입문제와 연계하는 방침을 분명히 하고 있다. 다섯째, 아르메니아 디아스포라 공동체의 국제 정치적 활동이 아르메니아인 제노사이드 인정문제에 크게 역할을 하고 있다는 것이다. 최근에 터키와 아르메니아가 적대관계를 청산하고 외교관계 회복, 국경 개방 등 역사적인 국교 수립 의정서와 관계 정상화에 합의하였다. 이는 터키가 유럽연합과 미국을 만족시키고, 좀 더 균형 잡힌 카프카스 지역정책을 추구하기 위해 전통적 무슬림 동맹국가인 아제르바이잔과의 연대를 희생하겠다는 국제관계를 의미한다고 볼 수 있다.
This article examines Armenian genocide recognition issue and international relations. For this, article analyses the background and historical development of the Armenian issue, genocide recognition issue, and the correlation between Turkey and Azerbaijan. The article examines the political activities of the diaspora community for the Armenian genocide recognition in countries such as Armenia and the United States, the European Union. In international relations caused by the Armenian Genocide issue are very diverse, and it shows the relations for the benefit of Turkey, Armenia, Azerbaijan, Armenia, the United States and the European Union. First, Armenia and Turkey did not establish diplomatic relations, the border was open. Second, Turkey's ally Azerbaijan and Armenia approached the diplomatic relations in conjunction with Nagorno-Karabakh problem and the Armenian genocide issue. Third, the U.S. has not recognized the Armenian genocide due to Air Force base and the energy contracts in Turkey. Fourth, the European Union are clearly to the policy linked the Armenian genocide issue and Turkey's European Union Join issue. Fifth, the international political activities of the Armenian diaspora community play significant roles in the Armenian genocide recognition issue. Turkey and Armenia have agreed to a comprehensive framework agreement for the historic normalization of relations, that restores diplomatic relations and opens borders. This means international relations that Turkey has pursued for a more balanced policy in the Caucasus region is being sacrificed to a traditional ally of the Muslim Azerbaijan and satisfied in the European Union and the United States.
