본 글의 목적은 시민정치의 흐름에 반응하고 결합하려는 새로운 정당정치의 사례를 통해 한국 정당이 가야할 대안 정당모델로 ‘시민참여형 네트워크정당모델’을 제시하고, 이러한 정당변화를 위한 실천과제를 살펴보는 데 있다. 이를 위해 첫째, 시민정치가 대의민주주의를 위협하는지 여부 그리고 정당의 정체성을 약화시키는지 여부를 이론적으로 논의한다. 둘째, 시민정치와 대의정치간의 충돌을 피할 수 있는 대안적인 민주주의 원리와 정당모델이 무엇인지에 대해 논의한다. 본 글의 결론을 요약하면 다음과 같다. 첫째, 대의정치의 상징인 정당은 시민정치의 흐름에 반응하기 위하여 시민참여형 플랫폼을 장착한 네트워크정당의 성격을 강화하는 추세이다. 둘째, 진성당원을 중심으로 강고한 정치적․이념적 결사체로서 정의되던 정당이 이제는 당원, 일반 유권자들, 지지자 등 시민들의 참여가 보장되는 새로운 플랫폼을 활용하는 쪽으로 변화하고 있으며, 이러한 변화를 수용하지 않으면 정당의 작동이 어려워질 전망이다. 셋째, 진성당원을 중심으로 하는 대중정당이 발전했던 유럽각국의 주요정당들이 전통적 의미의 근대정당에서 벗어나 시민정치의 도전에 적극적으로 반응하기 위해 시민참여형 플랫폼을 장착한 네트워크 정당으로 변모하고 있다. 이러한 대중정당의 변화는 한국 정당개혁의 방향성에 새로운 시사점을 제공하고 있다.
The purpose of this paper is that to present a ‘Citizen Participating Network Party’(CPNP) as alternative party model in the direction of Korea party model being gone through a new political party case to react and combine the flow of civil politics, is that to examine the challenges for changes to CPNP. for this purpose, first, we discuss whether civic politics threaten representative democracy, and civic politics is theoretically discussed whether or not weaken the identity of the parties. second, we discuss what the alternative democratic principles and political party model that avoids conflicts between civic politics and the representative democracy. a summary of the conclusions of this article as follows. first, the political party as a symbol of representative politics is a trend to strengthen the political nature of the network party model equipped with a platform to respond to citizen participation in civic politics flow. second, the political parties that were defined as political and ideological associations have strongly around the intrinsic members is now likely to be the work of party more difficult, if party do not change up to take advantage of new platform that ensures the participation of citizen, including a party member, general voters, supporters, etc. third, the major political parties in Europe who have a genuine mass party of the center members have developed and transformed into a political party network equipped with a platform for citizen participation beyond the traditional political parties in the modern sense to actively respond to the challenges of citizen politics. this change in mass party is offering new suggestions on the direction of political reform of Korea.
