이 글은 '공공성 재구성'의 시각에서 공공성으로 범주화되는 공적 질서에 대한 분석적 접근을 시도한다. 아울러 공공성의 해체적 현실을 공적 질서의 재구성과정으로 해석함으로써 대안적인 공정 질서를 모색하고자 하는 규범적 목적을 갖는다. 이를 위해 공공성을 구성하는 핵심적 요소를 공민성, 공익성, 공개성으로 구분하고, 공공성의 질서는 '사회적인 것' 그 자체를 의미한다는 점에서 보편적 사회질서이며 나아가 사회적으로 구성된 실재라는 점에서 '사회 구성적 공공성'의 개념으로 이해한다. 사회 구성적 공공성은 다양한 기준에 따라 다양한 유형화가 가능하다. 탈냉전과 시장화, 현대성의 전환에 따른 해체적 경향으로 인해 기존의 거시제도와 규범이 점점 더 위축되는 반면 이질적 욕망은 팽창하는 현실에서 공공성의 재구성을 추동하는 핵심적 지점을 이 글에서는 거시적 제도와 미시적 욕망 사이에 존재하는 미시적 사회질서에서 찾는다. 이 새로운 공공성의 점주를 미시적 제도들로 구성된 '미시공공성'의 영역으로 설정한다. 이러한 분석적 개념화를 기초로 성찰적 현대, 네트워크 현대, 탈냉전의 현대가 드러내는 공적 질서의 해체적 특성을 각각 성찰적 공공성, 유연공공성, 시장공공성 등으로 개념화하고 있다. 이 같은 해체적 경향이 자아실현과 자기 확장의 생활정치패러다임으로 재구성된 실재를 '생활공공성'으로 정의한 후, 공민성과 공익성, 공개성의 각 차원에서 재구성된 질서를 생활민주주의, 생활국가, 생활 시민사회 등으로 전망한다.
The paper suggests alternative possibility of public order by understanding the dissolution of publicness as a restructuring process. Using a perspective of ‘social constructive publicness’, I analyze the category and component of publicness at the analytic level, and search the new alternative publicness at the normative level. At the analytic level, I analyze the general concept,component, and features of publicness. While the publicness is commonly consisted of public citizenship, public interest, and public openness, its characteristics is socially constructed in various social, historical, and political contexts. Thus, the social construction of publicness can be categorized in various ways. At the normative level, I conceptualize ‘micro publicness’ that drives and creates alternative possibility of publicness. While the influence of macro social order and institutions has diminished,the ‘micro desire’ in our daily lives has played a significant role in the making of publicness. To examine the mechanism of micro publicness, I explore how micro life-world operates under the macro publicness. In the era of reflexive modernity, network modernity, and post-cold war modernity, I show how the macro public order is restructured into micro reflexive publicness, flexible publicness, and market publicness respectively. Then, I explain how the new public order can be constructed in the life-world politics where self-realization and self-expansion is pursued in the everyday life. I argue that ‘life publicness’ emerges as norm, institution,and action are restructured in the new public order. Finally, I explain that life publicness takes concrete forms of life democracy, life state, and life civil society.
