일찍이 명조를 건국한 홍무제는 海禁정책을 시행하여 한 조각의 널빤지도 허가 없이는 바다로 나갈 수 없도록 조치하였다. 홍무제는 山東부터 廣東에 이르는 연안지역에 성을 쌓고 위소를 설치하여 왜구를 엄히 방어하는 정책을 수립하였다. 왜구의 구성 중 6/10~7/10이 중국이었다는 이른바 ‘後期倭寇’가 발호하기 직전 조선의 관인 최부는 2주간의 표류 끝에 절강성 태주부에 표착하게 된다. 최부일행은 표류하던 중에 浙江지역의 바다에서 두 차례 도적에게 물품을 탈취당하고 신변의 위협을 당하게 된다. 비를 무릅쓰고 탈출을 감행하여 목숨을 건지게 된다. 마을 사람들에게 몰려 연안방비를 책임지고 있던 衛所(군대의 편성단위)로 호송당해 심문을 받게 된다. 늦게 신원을 알 수 없는 최부의 배가 연안에 표착하였다는사실을 察知한 장교들은 최부일행을 왜구라고 오인하였다. 심문 과정을 통해 최부일행이 왜구가 아니라 조선인이라는 점이 명확히 드러났다. 그런데 문제는 최부의 공술서였다. 최부를 처음 심문하던 위소의 장교나 항주의 태감 등은 최부가 도적을 만났다는 사실을 극력 저지하려고 노심초사하였다. 그 이유는 두 가지를 상정할 수 있다. 첫째는 도적의 정체가 연안방비를 담당해야 할 군인들이 가능성에 대한 우려였다. 둘째, 군사적인 실기이다. 불명의 선척이 연안방비선을 뚫고 해안에 정박한 후 민간 마을로 들어올 때까지도 인식하지 못했다는 치명적이 약점을 덮으려고 했던 것이다. 이러한 이유로 공술서를 적극적으로 분식하려고 했던 것으로 보인다.
The founder of the Ming Dynasty, Hongwu Emperor, conducted the maritime proscription policy to prevent his people from sailing in the ocean without governmental permission. Fortresses and defensive posts were built along the coast line from Shandong to Guangdong Provinces to complete the defensive system against the waegu pirates. At the end of 14thcentury, sixty to seventy percent of the whole waegu pirates attack was focused upon Chinese coastal area. It was right before so called ‘the latter waegu attack’ had begun when an official from Joseon named Choi Bu arrived in Taizhou County of Zhejiang Province after drifting across the sea for two weeks. During the two weeks, Choi Bu and his company encountered bandits twice and they were put under threat of death. They finally extricated themselves from the difficult situation. But since the county people mistook them for the waegu pirates, they were sent to the local military post for an interrogation. When the Chinese military officers belatedly found out that a group of unidentified people were drifted ashore, they took them for pirates. However, after an inquest, it was revealed that Choi Bu’s company was not waegu and they were actually from Joseon. But there is something significant in Choi Bu’s interrogation report. The officers who questioned him at first tried to find a way to omit the fact that Choi’s company encountered bandits. This suggests that those bandits could have been a unit of coastal guard and there was a critical problem on their maritime defense system. They did not notice that an unidentified ship was drifted ashore without being captured by their patrol boats until the county people reported. So it is possible to assume that those officers tried to fabricate the report to conceal the fatal defects of the defense system.
