정당 정치에 대한 많은 연구가 이뤄져 왔지만 야당에 대한 학문적 관심은 그리 높지 않았다. 이 글은 정치체계 내에서 야당의 역할에 주목함으로써 한국 정당 정치와 의회 정치의 특성을 이해하고자 하는 목적을 갖는다. 이 글에서는 보다 객관적으로 한국 야당의 역할과 영향력에 대해서 살펴보기 위해 비교정치적 시각에서 그 특성을 분석하고자 했다. 이 연구에서는 통치체계의 형태, 정당체계의 특성, 정치적 반대의 명분, 정당의 조직적 특성, 그리고 의회 정치의 특성과 정치적 관행이라고 하는 다섯 가지 기준을 제시하고 이 기준을 통해 한국 야당의 정치적 영향력과 역할을 평가했다. 분석 결과, 한국의 야당은 비교정치적으로 볼 때 상당한 정치적 영향력을 지니고 있는 것으로 나타났다. 그 영향력은 제도적으로, 상황적으로, 관행적으로 확립되어 있는 것으로 야당이라고 해도 간접적인 방식으로 사실상 통치 행위에 일정한 역할을 수행해 온 것이다.
This paper seeks to analyze political influences that opposition parties can exert, which has been widely ignored in many party studies. Along with democratization, the role of opposition parties in South Korea has gained political significance. Five categories apply to explore features of 'opposition party politics' in South Korea. They are: form of government, party system, reasons for political opposition, intra- party politics, and rules and convention of parliamentary politics. The analysis finds out that opposition parties in South Korea tend to have considerable influences on policy-making processes in comparison with other democracies.
