The purpose of this paper is to analyze reorganization of coal industry from a policy historical point of view and make the starting point of Korean economy after liberalization clear. A case analysis of coal industry shows that even though colonial legacies played the important role in a starting point of Korean economy, they had many troubles at the same time. The U.S. and South Korea either side had different alternatives during settling these problems. The industrial reorganization which premised privatization of vested coal mines under the initiative of USMGIK was failed actually and the state-operated corporate entity establishment plan Koreans insisted was achieved at last. It made monopolistic coal industrial structure different from that in colonial period.
