신자유주의의 위기 이후 신자유주의에 대한 대중적인 저항에도 불구하고 신자유주의적 통치가 지속되며 불안/전의 일상화와 일상의 불안전화가 깊어지고 있다. 이 글은 이러한 맥락에서 첫째, 불안전의 일상화와 이에 대한 저항의 세계적 양상과 위기 이후 신자유주의적 통치의 역설적인 지속을 다룬다. 둘째, 하지만 이 글은 신자유주의적 통치의 지속이 신자유주의의 세계적, 대중적 기반과 무관하지 않다는 점을 밝히고, 이러한 대중적 기반이 일상의 금융화와 시민권의 변형과 어떻게 관계하는가를 다룬다. 셋째, 이러한 분석은 신자유주의와 대중들의 이해관계가 단순히 외적이지 않다는 점을 보여주는 것이다. 신자유주의는 일상의 금융화와 시민권의 변형을 바탕으로 개인들의 이해관계를 (차별적으로) 집단화, 사회화했다. 사회적인 것은 단순히 귀환해야 할 것이 아니라 전환되어야 할 것이다. 이러한 맥락에서 몫이 없는 자들의 불안/전의 일상화는 시민적 권리의 보편성을 작동시키는 집합적 역량 또는 공동체의 역량 – 연합의 형성과 권리의 초개인적 획득 및 제도화 – 의 시대적 한계 또는 결함과 밀접한 관련을 가질 수밖에 없다. 시민‘들’의 권리, 시민‘들’의 공동체와 데모스(demos)에 의한 통치(kratia)의 관계(가 어디에서 벽에 부닥쳤는지)에 대한 성찰이 요청되는 것은 이 때문이다.
After the crisis of neoliberal financial globalization in 2007, what we are witnessing is not the end of the neoliberal governing, but its persistency being accompanied by deepened and generalized insecurity in ordinary life. The article is to investigate what makes this paradoxical situation develop in terms of the social sources of neoliberalism and financialization. Especially, the author pays attention to the relationship between the financialization of ordinary life and the social dimension of the citizenship and seeks its implications for the social and democracy. What is necessary for excluding social exclusions for alternative development is not just the return of the social, but its transformation.
