GWI에 의하면 세계 물산업 시장은 2025년에 이르러 약 8,650억 달러의 규모로 성장할 것이라 예측한 바 있다. 20세기를 견인했던 대표적인 산업영역이 석유시장이었다면, 21세기를 주도할 신산업영역으로서 물산업이 부각되고 있는 것이다. 대전광역시는 지역산업정책의 일환으로 2009년에 대전광역시-KAIST-K-water 등이 참여하는 물산업클러스터 조성 계획을 통해 고용창출과 지역경제활성화를 도모하고자 하는 것이다. 그러나, 본 계획은 현재에 이르기까지 가시적인 성과로 연계되고 있지 않은 상황이다. 본 연구는 이에 착안하여, 기존 선행연구의 검토를 바탕으로 지역의 산업정책이 성공하기 위해서 지방정부는 조성자, 조정자, 동원자의 역할이 요구됨을 도출하였다. 이러한 역할을 분석틀로 활용하여 물산업클러스터 조성계획이 제대로 이루어지지 못한 이유를 분석하고, 이를 통한 발전방안을 제시하였다. 향후 물산업의 활성화를 위해서는 다음과 같은 노력이 필요하다. 조성자의 관점에서 체계적인 발전전략 수립, 중기지방재정계획과의 연계, 정주 여건 개선 등의 노력이 요구된다. 조정자의 관점에서는 통합거버넌스 차원에서 민간기업의 참여를 유도하고, 클러스터 참여자간 협력기제 및 갈등 중재 기능의 설정이 요구된다. 마지막으로 동원자의 관점에서는 광역행정과 연계한 물산업 육성, 컨트롤 타워 설립을 통한 체계적인 물산업 육성 및 지원, 재원확보에 대한 적극적인 노력 등이 요구된다.
Water industry is getting expected considerably these days. GWI, professional research institute on water-industry in UK, predicted that world water-industry market will be developed in the size of 685 billion dollar in 2025. It was oil market leading the industrial period in 20th century and now water industry is getting emerged for the new industry to lead the 21st century. In 2009, as a local industrial policy, Dae-jeon established construction plan on water-industrial cluster prior to other municipalities which many institutes, KAIST, Kwater and so on, participate in. Its key point is to make qualitative creation of jobs and promote activation of local economy by constructing export-led cluster of water industry utilizing water-industrial infrastructure and innovative competence. However, it is not connected to visible result till now. Therefore, this research, based on preceding research about the requisites for success of local industrial policy, draw a conclusion that municipality is required to be a position of creator, coordinator and mobilizer to succeed local industrial policy. We also analyze the reason why the construction plan of water-industrial cluster didn’t obtain the good results and suggest the solution to make it better. The followings are needed to activate henceforth water-industry. 1. As a role of creator, it is needed to establish organized development strategy, to make a connection with Mid-term Local Financial Plans, and to improve settlement condition and so on. 2. As a role of coordinator, it is needed to induce participation of private enterprise, to promote association among the enterprise which participated in cluster, and to arbitrate conflicts. 3. Finally, as a mobilizer, it is needed to exploration of water industry fostering strategy linked integrated administration, to secure finances and to make a specialized support program about water industry.
