냉전종식 및 세계화․정보화 등의 국제질서 변화로 인하여 국가안보 위협 요인이 초국가적 위협에서부터 비군사적 요소로까지 확대되기에 이르렀다. 하지만 이러한 변화에도 불구하고 전통적인 안보 위협요인과는 다른 영역의 비전통 안보 위협요인에 관한 연구는 미비한 상황이며 이에 따른 실질적 대비 방안 역시 미흡한 실정이다. 따라서 비전통 안보 위협요인에 대한 분석을 통한 우리의 대응책 마련이 시급한 과제로 부상하게 되었다. 본 연구는 비전통 안보 위협요인에 대한 전문가 진단을 통해 안보에 대한 영향을 분석하고 대비전략을 모색하고자 하는 것을 목적으로 한다. 이를 위해 이 연구에서는 델파이 기법(Delphi)의 장점을 활용하여 안보 분야의 다양한 전문가들의 의견을 조사하여 진행하였다. 이러한 결과는 비전통 분야의 안보에 관한 정책적 방안에 시사점을 제공해 준다.
The concep of national security has undergone significant change in the past cold war decades. This study aims to analyze the nontraditional security threat factor and responses using the Delphi technique. To this end, the study by taking advantage of the Delphi technique was conducted to investigate the opinions of various experts in the field of national security. This result gives provides suggestions on policy measures concerning national security of the nontraditional sector.
