본 연구는 일반체제이론에 따라 미국ㆍ영국ㆍ일본 등 주요 선진국과 우리나라의 과학기술 정책체제의 특징을 살펴보고, 강점과 단점을 분석해 봄으로써 우리나라 R&D 정책결정체제의 발전을 위한 시사점을 얻고자 하였다. 이를 위해 우선 문헌조사를 통해 체제이론의 특징과 분류체계 및 유형을 검토하고, 체제이론의 유형에 따라 국가별 R&D 정책결정 체제 비교연구를 수행함으로써 국가별 특징을 도출해 내고자 한다. 이를 통해 우리나라의 현재를 진단하고, 주요 선진국의 사례에서 발견되는 벤치마킹의 방향을 연구해보고자 하였다.
This study for Korea’s science and technology policy was to analyze the characteristics of the Policy-making system by general systems theory. And a analysis to the characteristics of United States, Britain, Japan’s science and technology policy making systems. First, This article study that the characteristics of systems theory and the classification of policy-making systems, the systems type through the literature review. Second, This paper was a comparative study that regional policy-making system by systems theory.
