본 논문은 정부(government)의 특성을 다각적인 측면에서 체계적으로 분석함으로써, 오늘날 민주주의가 공고화된 한국사회의 보다 바람직한 발전을 위해서 정부란 과연 어떠한 역할과 기능 그리고 책무를 떠맡아야 하는지 모색해보는 데 있다. 이를 위해 본 논문은 19세기 중반 독일의 시민혁명 당시 정부 형성과정을 체계적으로 분석할 것이다. 이러한 분석을 통해 정부의 공동성의 측면을 재발견해 냄으로써, 공공성(the public)과 공동성(the common)이라는 정부의 두 가지 요소를 공히 강조할 것이다. 그리고 정부의 역사적인 변화과정이 시민내지 국민의 정치적 영향력 확대와 긴밀히 연관되어 있고, 동시에 이는 국가가 아닌 국민이 공적인 과제에 함께 참여하는 ‘공동성’의 차원을 새로이 환기시켜준다.
The article is to reinvent the desirable role and function of government, taking into consideration the Korean political situation in which democracy is now being consolidated. For that purpose, we try to investigate the developments of German government during the German Civil Revolution in 1848 in light of the tension between the common and the public. The followings are the salient features of this research. This article puts emphasis on the tension between the common and the public, re-discovering and re-defining the element of the common in government which has been concealed in the foil of the public aspect of government. And the tension between the common and the public has its power to explain the phenomenon of government in modern society.
