농촌새마을운동은 정부의 추진력과 아래로부터의 자발성이 접합했던 근대화 운동으로 거론되고 있다. 그 근거로써 해방 이후 농촌 내부의 자율적인 농촌운동의 경험이 자주 제기된다. 하지만 이와 같은 경험이 미비했던 마을임에도 농촌새마을운동이 성공했던 곳도 있어서 주목된다. 충남 당진군 석문면 삼화2리는 농촌 내부의 자율적 운동의 경험보다 기독교 마을이라는 환경적 특수성이 농촌새마을운동의 동인으로 작용하였다. 교회목사가 새마을지도자로 선출된 것은 주민간의 단합과 사업 추진에 적지 않은 기여를 하였다. 한편 농촌새마을운동의 시각은 농촌개발에 치중되어 있지만 당시 한국자본주의가 처했던 상황과 결부해야 할 필요가 있다. 즉 농촌새마을운동은 도시 소비자본가가 자본축적을 효과적으로 이룩하기 위해 착수했던 농업정책일 가능성도 염두에 두어야만 한다. 삼화2리의 경우 환경개선사업의 높은 성공에도 불구하고 마을주민에게는 빚만 남는 상황이 초래되었다. 결국 농촌새마을운동에서의 개발이란 누구를 위한 개발인지 염두에 두어야 할 것이다. 삼화2리 농촌새마을운동은 높은 가시적인 성과에도 불구하고 여러 가지 문제점들이 노정되었다. 자세히 말하자면 삼화마을은 1년 만에 최우수 새마을과 새마을지도자 상을 연거푸 수상했지만 그것은 마을 주민간의 갈등과 충돌을 겪으면서 이룩한 것이었다. 마을 일각의 주민들은 부역과 토지 희사에 대해 소극적이거나 적극적인 저항을 하였다. 이에 대해 마을 지도부는 강권을 전제로 하여 대응하였다. 이렇게 우여곡절 끝에 삼화2리는 최우수 새마을이 되었지만 농촌새마을운동이 진행되면 될수록 삼화2리는 국가와 자본의 그물망에서 더욱 포획되어 갔다.

But although farming village which was little to the above experience, There were the areas which succeeded on Rural Saemaeul Movement. Not rural villige movement autonomous in farming village but distinct characteristics of the area had an influence on Rural Saemaeul Movement in Samwha ii li in Dangjin-gun. Meanwhile, The viewpoint on Rural Saemaeul Movement has placed too much emphasis on rural development, but it needs to be concatenated to the situations which were faced with Korean capitalism at that time. In other words, Rural Saemaeul Movement has to keep in mind the potential of the agricultural policy for consumer industry's capitalists to effectively achieve accumulation of capital. In spite of much huge success of environment improvement business in Samwha ii li, That led to the situation which was left to be debs to most of the villagers. In short, the developments of Rural Saemaeul Movement have to be considered for whom it was. Rural Saemaeul Movement of Samwha villige disclosed a lot of problems, despite high visible results. So to speak, Samwha village was given many awards about the development of the village, but it achieved through conflicts and crashes among people in the village. Some of the people resisted to slave labor and the donation of their lands. In respect to this, the village leadership replied with a persistence of recommendation. After much meandering, Samwha village became a modern town, but As years go by, that village was captured in mesh of nation and capital.
