본 글은 해방이후 합천지역의 정치사회변동 과정을 시기별로 살펴 본 것이다. 경상남도 내에서 북부지역에 해당하는 합천은 산악지대이자 좁은 농토를 지닌 곳이다. 그러나 이 지역은 일제강점기부터 각 부문의 독립운동과 사회주의운동에 참여한 다양한 인물들이 있었다. 해방직후 합천지역 출옥한 사회주의운동가와 징병 회피자 등은 1945년 8월 17일 군청과 주요 관공서를 접수하고 그 자리에서 독자적인 조직체 보안대를 구성했다. 이들 세력들은 건국준비위원회와 인민위원회를 연이어 조직하면서 미군정과의 갈등관계를 유지했다. 그 갈등은 군청방화사건에서 시작되어 미군정책과 증폭되었다. 그 사이에 미군정은 인민위원회의 주요 간부와 인물들을 구금하거나 조직 자체를 와해시키려는 강경 정책을 실시했다. 이때 민족주의 세력은 독립촉성국민회 합천지부 등을 결성하고 미군정에 협력하면서 군수와 미군정 고문 등에 참여한다. 남로당 계열은 2.7 구국투쟁과 빨치산 무장투쟁을 주도하지만 지역경찰과 정규군에 의해 소수화되고 전향 또는 자수하고 말았다. 한국전쟁기 사회주의 계열이나 민간인 등은 군경에 의한 학살을 당하면서 지역사회에서 배제되었다. 반면 민족주의 계열의 주요 인물들은 우익단체 간부와 국회의원 등 정치권력에 나섰다. 하지만 부일협력단체 경력자들이 대거 지방정치권력에 도전해 성공하자 그 판도가 바뀌었다. 1950년대 합천지역의 정치권력 투쟁은 민족주의세력과 반민족세력 간의 정치적․물리적 충돌에서 벗어나지 못했다. 이러한 합천지역의 정치사회변동은 해방공간에서 1960년대 초반까지 중요한 정치․사회적 사건을 통해서 큰 변동을 겪었다. 본 글은 합천이라는 지역사회에서 어떻게 지방 정치권력투쟁이 발생․전개․변동하는지 주목하는 그 이유가 바로 여기에 있다고 하겠다.
In this paper, the processes of politico-social changes in the region of Hapcheon county, Gyeongnam province since liberation of the nation from Japanese rule by periods were examined. Hapcheon county which is in the northern part of Gyeongnam province is a place with mountainous area with narrow farm land. However this region has produced numerous notable talents who joined national independence campaign and socialism movements in each sector since the Japanese rule. The socialism activists and compulsory shirkers etc from Hapcheon who had been released from prison took over county office and other major government offices, and organized their own independent corps of security there. Their power group maintained conflict relation with the U.S. military government in Korea by organizing national founding preparation committee and people committee. The conflict began from the incident of fire in the county office, and grew amplified at the policy of the U.S. military government in Korea. Meantime the U.S. military government conducted hard line policy to put into custody the major board members and individuals of the people committee, or disintegrate the organization itself. At this time the nationalist group joined circumstance as county major and advisor to the U.S. military government by organizing Hapcheon branch of Indepedence Promotion National Association and collaborating with the U.S. military government. Namrodang faction took initiative in the armed struggle of 2.7 Nation Saving Struggle a struggle that Namrodang faction led to defy establishment of single government under the U.S. military government scheduled for May 1948, and Bbalchisan the North Korean partisan, but they happened to convert or turned themselves in by local police and regular military force. During the Korean War period, socialists or civilians etc were excluded in local community by being massacred by the military and police. However, as the Japanese collaborators challenged to local political power massively and made a success, the circumstance was flipped. In the 1950s, the political power struggle in Hapcheon region could not go beyond the political and physical conflict among nationalist power and anti-nationalist power. Such politico-social changes in Hapcheon region suffered from a huge change through significant politico- social incidents until early 1960s in the liberated space. That is why attention is drawn to the development and change of local political power struggle in the local community Hapcheon in this paper.
