이 글의 목적으로 남북 생활문화공동체 형성을 위한 구체적인 정책 제언으로서 ‘생활문화편람 공동 편찬’ 사업을 제언하고, 필요성과 의미, 구체적인 방향과 추진 과제를 제시하는데 있다. 남북 분단이 길어질수록 생활문화의 공통성도 약해질 것이다. 남북 생활문화에 대한 차이를 확인하고, 공통성을 찾아가는 과정이 필요하다. 이런 점에서 남북의 생활문화를 조사하고 편찬하는 사업은 생활문화 통합을 위한 과정으로서 의미가 있다. ‘남북생활문화편람’ 사업의 의미는 다음과 같다. 첫째, 남북 생활문화공동체 형성을 위한 토대조사이다. 남북의 생활문화 연구를 위한 기본 자료 조사라는 의미가 있다. 둘째, 남북 사이의 안정적인 협력 사업으로서 의미가 있다. 셋째, 남북협력의 효과를 사회적으로 확산함으로써 통일공감대를 확산할 수 있는 사업이다. 남북 생활문화 편람 편찬 사업의 안정적 추진을 위해서는 다음과 같은 사항이 고려되어야 한다. 첫째, 생활문화에 대한 의미와 개념에 대한 학술연구를 토대로 추진되어야 한다. 둘째, 조사 작업과 기록화에 대한 후속대책이 준비되어야 한다. 조사된 자료를 어떻게 활용할 것인 지에 대한 전략이 있어야 한다. 넷째, 남북 협력 상황을 고려한 접근 방법이 수립되어야 한다. 다섯째, 남북상황을 고려한 로드맵이 마련되어야 한다. 여섯째, 사업의 안정적 추진을 위한 추진 주체와 추진 체계가 구축되어야 한다.

The goal of this research is to present a policy proposal called ‘The Joint Compilation of a Handbook of Living Cultures’ to form life-culture community of Koreas and to examine issues and tasks on practicing promotion works. The commonality of living cultures of Koreas has been weakened due to the long division of the Korean Peninsula. Therefore, it is necessary to check the differences of living cultures of Koreas and to recover their common elements. In this respect, the policy proposal will play pivotal role in living and cultural integration as a specific process. The meanings of this project is as in the following. Firstly, this project is the investigation of foundation to form a community of living-culture of Koreas. Secondly, this is a peaceful cooperative project. Thirdly, it serves as a catalysis for a consensus on the reunification of the two Koreas. In order to consistently promote the project, it is required to consider the following qualifications. To begin with, an academic research on the concept and meaning of the term ‘living culture’ is positively necessary. Second, it is necessary to prepare for follow-up measures for investigation works and its documentation planning. Third, it is required to establish strategies on how to use research materials. Fourth, it is essential to establish specific road maps and approaches based on Inter-Korean relations to perform this project effectively. Last but not least, when it comes to project promotion methods, it is important to establish clear cut-lines of authority and responsibility and implementing system.
