최근 世方化(Glocalization)의 진전에 따라 경쟁의 흐름이 국가간․기업간 경쟁에서 지역간․클러스터간 경쟁으로 전환, 이제 지역산업 및 클러스터의 혁신역량이 국가 경쟁력을 좌우하게 되었다. 1990년대 중반 이후에 접어들면서 유럽을 중심으로 지역의 혁신 잠재력을 높이기 위해 물리적 하부구조뿐만 아니라, 기업⋅대학⋅지방정부⋅연구소 등의 지역 주체사이의 협력네트워크, 기술개발과 혁신을 촉진하는 사회문화적 제도⋅조직⋅규범 등의 중요성에 대한 인식이 확산되었다. 그러나 우리나라의 경우 지역혁신에 대한 인식이 낮고 지방자치단체의 과학기술행정이 체계화되지 못하였을 뿐만 아니라 지역산업의 경쟁력 제고 및 지역주민의 복지향상을 위해서도 이에 대한 적극적 정책마련이 요구되고 있다. 이러한 문제의식에 기초하여 본 연구에서는 지역혁신의 이론적 근거로 삼고자하는 혁신클러스터 정책이론에 대해서 살펴보고 우리나라 지역혁신을 위한 전략적 개념으로의 활용가능성에 대해서 논의해 보고자 한다. 이를 위해서 먼저 혁신클러스터 정책의 개념적 정의와 정책수단 등을 파악한 후 클러스터 정책의 사례 및 정책유형을 검토한다. 마지막으로 이러한 논의를 토대로 혁신 클러스터 기반의 지역혁신을 위한 정책들을 제시하고자 한다.

Recent trends of rapid growth in the regional innovation policy activities in the many countries bring about the challenge containing the establishment of national innovation system. If the regional innovation made by cluster policies are possible, what are the factors which affected the performance? This study starts from this kind of research questions regarding focus on the innovative cluster. For identifying the factors of regional innovative policy, this study is made of these five variables : building of executive organization, consolidating of research and development bases, constructing of support system, developing of cluster interface, extending of innovative cluster projects. This study analyzed the Kangwon province innovative cluster policy cases. Based on the results of this analysis, this study recommends policy implication as follows : (ⅰ) implementing innovative cluster policies which is suitable for regional circumstances, (ⅱ) focusing on regional brand, (ⅲ) reducing of policy failure, (ⅳ) constant supporting of Fixer, (ⅴ) linking of the business process reengineering and the information communication technology system.
