본 연구는 역사적 신제도주의적 관점에서 미군정이후 제4공화국까지의 조직적 기제의 기능변화를 중심으로 중앙재정기구의 형성과정과 주요한 제도변화를 분석하였다. 분석결과 재정시스템 내에서의 주요한 기능은 예산기능, 재무 및 회계기능, 종합기획 및 계획기능 등을 수행해 온 것을 알 수 있었다. 이러한 기능은 역사적 사건이나 통치이념, 상위제도의 변화 속에서 공화국별로 하위기관에서 분리되어 수행되기도 하고 때로는 통합적으로 수행되기도 하는 등 많은 변화를 거듭하였다. 중앙재정기구의 제도적 변화는 시기에 따라 제도적 유증의 지속, 재정･예산･기획기능과 관련된 국가재정기능의 중층적 제도화에 따른 제도의 진화, 단절적 균형에 의한 제도의 획기적인 변화 등의 특징을 보였다. 본 연구는 중앙 재정시스템의 형성 및 변화과정에서 나타난 다양한 변화뿐만 아니라 진화적 성격을 포착할 수 있었다는 점에서 의미를 부여할 수 있다.
This Study analyzes the change and formation process of the governance structure of Korean financial bureaucracy from the standpoint of the historical institutionalism. The study informs that the institutional change in the governance structure is triggered by important historical event, regime ideology and high level institution. This article attempts to provide the main pattern of institutional change and to clarify the logic of institutional change. Through the study, the authors argue that we need to consider various change in institution so as to understand the historical development of the Korean financial bureaucracy.
