본 연구는 경제정책의 목표 달성을 위한 재정융자사업이 대내외적 환경이 변했음에도 불구하고 계속 존속하고 있음에 주목해, 재정융자사업이 환경변화에 대응하면서 새로운 형태나 내용으로 변해 나가기보다는 관성에 따라 현 상태를 유지하려는 경향을 지니고 있음을 실증적으로 확인하고자 했다. 이를 위해 1991년부터 시행되고 있는 국민체육진흥기금 융자사업을 Mahoney의 자기강화모형을 기본으로 하여 외적 환경 요인과 내적 변화 요인이라는 변수들을 추가시킨 분석틀을 이용해 분석해 본 결과, 우연한 사건에 의한 경로 시작, 자기강화, 관성의 생성 및 유지와 같은 경로의존성이 발견되었다. 이러한 시도는 대내외적 환경의 변화에도 불구하고 국민체육진흥기금 융자사업이 유지되는 현상에 대한 체계적 분석을 가능케 하였고, 이러한 분석틀을 융자사업 및 타 정책사례에 적용할 수 있다는 시사점을 제공하고 있다.
This research was developed by paying attention to the fact that public loans continue to exist in spite of the environmental changes. Authors tried to confirm positively the tendency of public loan's path-dependence and of self reinforcement. To identify these tendencies, we analyze Korean Sports Promotion Fund Loan which has runned since 1991, by using the framework of Mahoney's Self-Reinforcement Model added to external and internal factors. This study find the tendency of path-dependence, that is contingency in path-dependent, self-reinforcing sequence. It also offers the scientific analysis of Korean Sports Promotion fund Loan's path dependent tendency and the possibility of applying this research's framework to other public loan cases or other policy cases.
