A Study on the Perpetual Peace of I. Kant - With emphasis on the political and philosophical perpectives -

칸트는 영구평화의 문제를 ‘하나의 철학적 기획’이라는 인식 준거에서 접근하고 있다. 칸트 ‘영구평화론’ 논의에서 주목되는 것은 칸트가 영구평화를 ‘하나의 철학적 기획’이라고 한 부제다. 필자는 이러한 부제에 주목하여 논의의 관점을 보다 분명히 하여 정치철학적 관점에서 칸트의 영구평화를 해 접근해 보고자 한다. 칸트가 영구평화를 ‘하나의 철학적 기획’이라는 표현을 한 것은 ‘영구평화론’이 실천을 지향하고, 그 지침의 설득에의 목적에서 비롯된다. 영구평화모색을 위한 이러한 부제는 인식의 대상에 대한 인식의 방법을 제시하는 성격을 지니고 있다. 그래서 왜냐하면 칸트의 ‘영구평화론’은 현실정치 자체가 아니라 현실정치를 초월하면서 현실정치를 가능케 하는 정치철학적 원리를 논구하고 있기 때문이다. 본 논문은 칸트의 역사철학적 측면에서의 ‘영구평화’ 연구에 이어 정치철학적 측면에서 칸트 영구평화를 탐구하는 두 번째 작업이다. 칸트의 ‘영구평화론’은 현실정치 자체가 아니라 현실정치를 초월하면서 현실정치를 가능케 하는 정치철학적 원리를 논구하고 있다. 그래서 칸트 정치철학은 영구평화를 실천철학으로 재구성하는 작업이다. 영구평화를 위한 칸트의 정치철학적 기획은 세계정부하의 평화적인 세계질서가 하나의 세계시민법을 전제한다는 테제를 위한 논의를 제공하고 있다. 칸트의 영구평화논의가 가지는 정치철학적 그리고 현대적 의미가 있다면 그것은 결정적으로 국제관계의 윤리가 전쟁의 패러다임으로부터 법적 평화의 패러다임으로 전환되는 단초를 제공했다는 점이다.

I. Kant is approaching the issue of Perpetual Peace in one’s philosophical project of recognition criteria. I. And His moral philosophy extend to political philosophy. I. Kant`s political philosophy suggest no treaty of peace shall be regarded as valid, if made with the secret reservation of material for a future war. So, I. Kant`s perpetual peace has an important significance with his political thoughts. The issues that I. Kant`s political philosophy focus on are conceptualized of realigation of morality, and recoustructs of perpetual peace, paradigm of legal peace.
