본 연구는 지방자치단체의 재정건전성 평가에 있어 중앙정부 지표의 관점에서 벗어나 지방자치단체의 자주적 관점에서 기존 재정지표를 보완할 수 있는 전략적 지표를 제안하였다. 지방자치단체의 부채현황과 채무능력에 초점을 둔 안정성 분야는 현금창출자산 대비 부채비율, 총예산 대비 총부채 비율, 일반회계 대비 총부채 비율, 지방세수입 대비 총부채 비율의 4개 지표와 재정운영능력 및 지방재정의 자율성을 파악하기 위한 효율성 분야에 자체수입 대비 경상비 비율, 일반재원 대비 자체투자비 비율, 일반재원 대비 국고보조금 비율, 일반재원 대비 사회복지비(보조금) 비율, 일반재원 대비 사회복지비(자부담) 비율의 5개 지표를 제안했다. 분석결과 안정성 분야는 광역자치단체와 기초자치단체의 단체 간 비교에 있어 기초자치단체가 나은 것으로 나타났으며 특히 광역자치단체 중 도가 지방세 수입이 낮으며 재원의 중앙의존도가 높은 것으로 나타났다. 효율성 분야에서는 광역자치단체와 기초자치단체의 단체 간 비교에 있어 단체 간 우위는 없지만 기초자치단체의 자체재원 열악성으로 상위단체 의존성이 높으며 기초자치단체 중 시의 경우 안정성에서 우수하였으나 효율성에서는 재정능력과 자율성에 비해 다소 비효율적인 상황임을 추정할 수 있다.
This study proposes a strategic indicators to complement the existing autonomous financial indicators in terms of the municipalities outside the central government in terms of financial soundness indicators in the evaluation of local government. Stability fields focusing on liabilities and debt capacity of local government cash-generating asset compared to liabilities ratio, total budget compared to total debt ratio, general accounting compared to total debt ratio, local tax revenue total debt ratio of four indicators. Efficiency fields focusing on financial management capacity and autonomous financial of local government overhead compared to own income ratio, general revenue compared to own investment ratio, general revenue compared to fiscal subsidy ratio, general revenue compared to social welfare (subsidies) ratio, general revenue compared to social welfare (own burden) ratio of five indicators. Stability analysis sector showed between metro local government and fundamental local government are fundamental local government outstanding. Especially metro local government of province low degree of local tax income and showed that the dependence of central fund is high. Effectiveness analysis sector showed between metro local government and fundamental local government do not exist superiority. Fundamental local government is short of own revenue depend on upper autonomous government. Fundamental local government was excellent in stability in city. But effectiveness is financial capability and autonomy compared to he can be estimated that less ineffective conditions.
