본 연구는 대표적 아동복지시설인 지역아동센터 이용아동과 사회복지사의 아동권리 인식정도를 생존권, 보호권, 발달권, 참여권 등 아동권리유형을 중심으로 비교 분석하고, IPA분석(Importance- Performance Analysis)을 적용하여 아동권리의 중요도 인식과 실제 보유하고 있는 권리에 대한 인식 차이를 비교하는 것을 목적으로 하였다. 조사대상은 경남 C시 지역아동센터 이용아동 중 초등학교 4～6학년 아동과 이들이 이용하는 지역아동센터의 사회복지사이며, 아동 156명과 사회복지사 64명의 응답결과를 최종 자료분석하였다. 조사결과, 사회복지사는 아동보다 ‘보호권’을 더욱 중요하게 인식하면서 동시에 실제 보유정도에 대한 인식도 높은 것으로 나타나 차이를 보였다. 아동권리 하위유형별 중요도 인식과 실제 보유도 인식 간 차이에 대해 IPA분석을 적용해 본 결과, 아동의 경우 ‘보호권’이 중요도에 비해 실제 보유수준은 낮다고 인식하여 집중적인 개선노력이 필요한 영역에 위치하는데 비해 사회복지사의 경우 ‘보호권’은 중요도와 실제 보유수준이 모두 높은 계속유지영역에 위치해 있어 아동의 권리인식과 차이를 보였다. 또한 아동은 ‘발달권’과 ‘참여권’이 중요도에 비해 실제 보유수준이 높다고 인식하여 과잉영역에 위치하고 있음에 비해, 사회복지사는 ‘생존권’, ‘발달권’, ‘참여권’이 중요도와 보유수준이 모두 낮다고 인식하는 저순위 영역에 위치하고 있어 차이를 보였다.
The purpose of this study was to compare the perception of children's rights focusing on such as ‘Survival Right’, ‘Protection Right’, ‘Development Right’, and ‘Participation Right’, between social worker and users at community child center. Also, it aims for a specific purpose to compare a perception gap between the degree of perception for the importance of children’s rights and the degree of perception for owning rights, using an Importance-Performance Analysis. For this purpose, 156 children and 64 social workers were chosen in Kyungnam C city community child center and were statistically analyzed through an SPSS program. Some major results of this study were as follows. First, children and social workers were aware of the children’s rights importantly. The rate of the social workers was higher than that of children in the terms of the degree of perception for the importance of rights. Second, The rate of degree of owning rights was lower than degree of recognition for the importance of rights in two groups. Finally, in analysis results about subcategories of children’s rights such as ‘survival right’, ‘protection right’, ‘development right’, and ‘participation right’, children were considered a “protection right” to be “Concentrate here area” that need intensive efforts. On the other hand, social workers showed that the degree of importance and owning rights of ‘Protection Right’ were both high and it located in ‘Keep Up Good Work’, which made some distintion with children’ perception.
