본 연구에서는 문화정책의 이론적 논거를 살펴보면서 비판적으로 검토한 후 그에 기초하여 문화정책의 유형을 도출하였다. 그리고 문화예술진흥기금에 나타난 문화정책 사업들을 각각의 유형별로 분류하여 현재 한국의 문화정책사업들이 문화정책의 어떤 논거에 기초한 정향을 지니고 있는가에 대해 분석하였다. 분석을 위해 Skot-Hansen(2005)의 4E 모델과 Jensen(2003)이 제시한 또 다른 E를 이론적 논거로 활용하였다. 그리고 문화정책의 유형화를 위해서 이 이론적 논거들에 대한 비판적 검토의 내용을 한 축으로 하고, 또 다른 축으로는 정책대상자로서 문화창작자와 향유자를 기준으로 선정하여 총 네 가지 문화정책의 이론적 유형을 도출하였다. 이어서 도출된 유형에 대해 문화예술진흥기금을 적용함으로써 이론적 유형이 갖는 유용성을 확인하였다. 이와 같이 본 연구는 문화정책이 시행되는 논거와 문화정책의 유형을 이해할 수 있게 해주는 새로운 틀을 제시하고 있다. 따라서 새로운 관점과 시각에 의해 문화정책을 이해할 수 있게 하는 정책적 함의를 갖는다.
This study aims to present types of cultural policy by examining the theoretical rationale. For the analysis, this research refines on the theoretical rationale of cultural policy into two dimensions - instrumental logic and expressive logic. Both instrumental and expressive approach should be considered simultaneously to seek for the types of cultural policy. This multi-rational approach consists of 4E and another E - Enlightenment, Empowerment, Economic Impact, Entertainment, and Experience. Skot-Hansen(2005) and Jensen(2003) contributed greatly to theses discussions. A 2×2 matrix consisting of the 2E and policy target groups is used to create the types of cultural policy. Four types of cultural policy are presented and applied to the Korea Culture and Arts Promotion Fund. This research provides the basis for more in-depth discussions on Korean cultural policy and the need for a new approach.
