본 논문은 독일 최초의 여성 수상 ‘앙겔라 메르켈(Angela Merkel)’의 정치리더십을 분석하고 이를 민주시민교육에 활용하는 것을 목적으로 연구되었다. 이를 위해서 그녀의 정치리더십의 배경과 요인은 무엇인지를 세부적으로 고찰하였으며, 그 결과 정치리더십의 민주시민교육에 적용가능성과 인물배경과 정치적 구조분석의 병행연구의 단초를 제시하였다. 인물중심적 관점에서 메르켈 수상이 ‘과학자’라는 점과 ‘시장친화적 태도’는 정치리더십에 긍정적으로 작용한 것으로 평가된다. 반면 ‘여성’인점과 ‘외적이미지’는 대체적으로 부정적으로 나타났으며, ‘동독출신’이라는점과 ‘인권옹호 태도’는 긍정적 영향과 부정적 영향을 동시에 가지고 있는 것으로 나타났다. 정치적 성장배경에서 그녀의 정치적 아버지라 할 수 있는 ‘헬무트 전 수상과의 관계’와 ‘장관업무 수행능력’은 긍정적으로 나타났다. 메르켈 수상의 정치리더십의 발현은 무엇보다 독일 정치구조가 가지고 있는 구조적 요인에서 찾을 수 있을 것이다. ‘수상의 막강한 헌법적 지위’, ‘의회내의 정당세력과의 관계’, ‘정당장악력’등은 메르켈 수상의 정치리더십을 발휘되는데 중요한 원천이라 할 수 있다. 연구결과를 민주시민교육의 정치리더십 적용이라는 관점에서 정리해 보면 다음과 같다. 첫째, 정치지도자의 성장배경은 지도자가 리더책을 결정하는데 큰 영향을 미치므로 인물중심적인 접근방법에 대한 경험적 분석과 이해를 학습자에게 체계적으로 전달하는데 관심을 가져야 할 것이다. 둘째, 정치 지도자가 된다는 것은 행운에 이루어지는 것이 아님으로 체계적인 교육과 경험에 축적이 요구되며 이를 위한 정치지도자 리더십 프로그램의 개발에 적극 반영하는 것이 중요하다. 셋째, 정치적 리더십은 다른 정치 세력과의 균형관계의 복잡한 상관관계에서 발휘되며 이는 민주시민교육의 리더십 프로그램의 구성 단계에서부터 권력관계, 정치집단, 정치과정에 대한 이해와 경험을 일찍 부터 쌓도록 하는 것이 필요하다.
The objective of this paper is to examine the background and factors that enabled an ordinary physicist from East Germany to successfully lead the difficult task of economic reforms during a long-term recession under the complicated political structure of the Grand Coalition. In addition, by analyzing Merkel's leadership, the paper aims to consider how political leadership can be applied to democratic citizenship education. The focus will be on an empirical analysis of how Merkel's political leadership is influenced by certain personal tendencies and characteristics, and exerted by various institutional factors and political elements. Specifically, the subjects of analysis are the five individual factors listed below, but future studies on Merkel's leadership should add "German political, economic, and social factors" and "international environment," and be conducted in view of the interrelationships between the various factors. The chart below shows an analysis of Chancellor Angela Merkel's political leadership. The next are used in studies on the political leadership of Chancellor Merkel and for leadership education, which is an important part of the democratic citizenship education. - Since the background of a political leader has a great influence in the way the leader exerts leadership and makes policy decisions, attention should be given to systematically teaching empirical analysis and understanding regarding a person’s centered approach. - Becoming a political leader is not attained merely through luck, but requires systemic training and accumulation of experiences. Thus, it is important to incorporate this in developing political leadership programs. - Political leadership is exerted through complex interrelationships in a balance of different political powers, and this implies that it is useful to amass knowledge and on-scene experiences regarding power relationships, political groups, and political processes in the early stages of leadership programs in citizenship education.
