본 연구는 학생참여형 생활규정이 중학생의 정치적 태도에 미치는 영향을 서울시 소재 K중학교를 사례로 살펴보았다. 학생참여형 생활규정이란, 기존 생활 규정의 대안적 성격을 가지는 생활규정으로서, 학생들을 자기결정권을 가진 교육의 주체로 인정하는 자율적 생활규정을 말한다. 본 연구를 위해 학생참여형 생활규정을 실시하는 학교와 그렇지 않은 학교를 각각 선정하여, 학생참여형 생활규정 시행 학교의 학생 120명, 미시행 학교의 학생 120명, 총 240명을 연구대상으로 삼아 정치적 태도를 조사하였다. 정치적 태도의 하위 요소로는 정치적 신뢰감, 정치적 효능감, 정치적 관용, 참여의식의 네 가지를 선정하여 살펴보았다. 연구 결과, 학생참여형 생활규정을 실시한 학교에서 정치적 태도의 하위 요소 중 외적 정치적 효능감과 참여의식 수준이 높게 나타났으며, 학생들이 학생참여형 생활규정에 대해 긍정적으로 평가하고 적극적으로 참여할수록 외적 정치적 효능감과 참여의식 수준이 높게 나타났다. 학생참여형 생활규정의 시민교육적 효과를 증진하기 위하여 첫째, 학생 교과수업과 연계하여 학생참여형 생활규정이 갖는 의미를 교수할 것, 둘째, 생활협약의 제정 과정과 실시 과정에서 토론의 양과 질을 개선할 것, 셋째, 학생참여형 생활규정에 대한 교사들의 인식 제고를 제안한다.
The purpose of this study is to verify the effect of students-participatory school regulations on political attitude of middle school students. Students-participatory school regulations as alternative regulations of existing Korean school regulations are self-imposed regulations, which regard students as the main subjects of education who hold the right of self-determination. To find out the influence of students-participatory school regulations, this research surveyed 240 middle school students. They consist of two groups - 120 students of K middle school and 120 students of N middle school. K middle school carries out the students-participatory school regulations and N middle school doesn’t carry them out. Political attitude is comprised of political trust, political efficacy, political tolerance and a sense of participation. The analysis shows that students-participatory school regulations have positive effect on students′ external political efficacy and a sense of participation. And the level of external political efficacy and a sense of participation are evaluated highly among the students who accept students-participatory school regulations affirmatively and take part in this regulations actively. In order to increase the civic-educational effectiveness of students-participatory school regulations we suggest these three points. First, it is necessary to inform students of the meaning of students-participatory school regulations related to subject lessons. Second, school regulations the quantity and quality of discussion should be improved in the process of establishing and enforcing students-participatory. Third, it is essential to raise the teachers′ awareness toward these regulations.
