Examined in this study are changes that were happening inside the Jujin(州鎭) areas, and what kind of alterations were being made to the local order of the Northeastern Border Region(東北面) in the latter half period of the Goryeo dynasty. Due to the insurrection that broke out in Hwaju(和州), the Ssangseong Chong’gwan-bu(雙城摠管府) Magistrate was established, and the Jujin areas in the region moved to southern locations, entering realms of other Gun and Hyeon areas as “Gyo-gun(僑郡)” areas. They only returned to their original positions after the old realm was reclaimed. In the process, they lost their primary functions as defensive spots, and became civilian units just as other units were in the southern regions of the Korean peninsula. Their names were changed, and small ones were merged with each other. The Goryeo government continued to occupy new regions beyond the borderline, and created new Gun and Hyeon units. Some of them overlapped with the Nine northeastern fortresses(“東北九城”) that had earlier been established in the middle period of Goryeo by General Yun Gwan, while some of them were newly annexed and settled. As strategic areas with defensive capabilities, they were operated by the Manho-bu(萬戶府) units for some time, before they were later turned into civilian Gun/Hyeon units.
