본 논문은 국가보훈의 기본적 개념과 성격에 관한 글이다. 우리는 그동안 보훈, 국가보훈이라는 말을 일상적으로 듣고 있지만 막상 국가보훈이 무엇인지에 대한 논의는 매우 부족한 실정이다. 이러한 현실을 감안하여 본 글은 보훈 내지 국가보훈의 개념과 성격 그리고 역할에 대한 논의를 전개하고 있다. ‘국가보훈’이라는 용어는 무엇보다도 시행의 주체가 국가라는 면을 함유하고 있다. 그리고 국가보훈이라는 용어에는 국가, 민족 및 역사라고 하는 민족공동체와 밀접한 관련성을 맺고 있을뿐더러 민족과 역사에 대한 뿌리의식이 내재되어 있다. 이러한 국가보훈은 다양한 기본성격을 지니고 있다. 즉, 국가보훈은 국가존립의 근거로서의 성격이 있고 다음으로는 국가공동체의 유지와 발전의 성격을 지니고 있다. 그리고 국가보훈은 애국정신의 계승과 발전의 성격을 함유하고 있다. 이러한 개념과 성격을 지니고 있는 국가보훈은 현실에서 많은 역할과 의미를 지니고 있다. 국가보훈은 국가와 국민의 개별적 존재인 ‘나’와의 일체화를 도모하게 한다. 다음으로 국가보훈은 국민통일과 국민통합의 초석의 역할을 한다. 나아가 국가보훈은 안보역량의 제고를 고양하게 한다. 뿐만 아니라 국가보훈은 국가정체성의 확립에 결정적 역할을 한다. 이러한 국가보훈은 나라발전의 초석으로서의 의미와 세계화시대에 국가생존과 발전에 중요한 의미를 지니고 있다. 이런 점에서 국가보훈이 지니는 정신을 계승해야 할 것이다.

This thesis aims to analyse the conception and character of ‘national veterans affairs’(국가보훈). Until now, we have heard routinely the word, veterans affairs or national veterans affairs. But the arguments for the concept and character of national veterans affairs have a weak voice. In view of the present situation, this study progresses of argument for the concept, character and role of veterans affairs or national veterans affairs. Above all, the word of national veterans affairs has a mean that the main agent of enforcement is a state. And the word of national veterans affairs is strongly linked by a national community like state, nation and history. Futhermore, it contains a rooting consciousness(뿌리의식) for nation and history. This national veterans affairs has multiple basic characters. That is to say, it keeps the character of a nationl existence's basis. Next, it has the character of a national community's keeping and development. Lastly, it contains the character of the succession and development for a patriotic soul.
