이 논문은 인도주의적 지원을 통한 남북 청소년 교류․협력의 접근 가능성을 논의하였다. 21세기의 초입에 들어선 오늘의 사회는 보통 사람의 상식으로는 이해하기 어려운 일들, 우리의 예측과 기대를 벗어난 사건들, 서로 모순되는 현상들이 여러 곳에서 날마다 벌어지고 있다. 이러한 패러독스적 시대의 중심에 서 있는 계층이 바로 청소년이며, 이들은 양자택일(either/or)의 논리를 거부하는 세대이기도 하다. 따라서 우리는 남북 청소년 교류․협력을 이야기할 때 청소년이 미래의 통일주역이므로 현재부터의 접촉이 필요하다는 당위적 접근과 남북 청소년 교류․협력을 청소년 또는 청소년분야가 주도적으로 이끌었느냐 하는 주체의 문제로부터 탈피할 필요가 있다. 이러한 접근 전략은 더 이상 청소년이 요구하는 남북 청소년 교류․협력의 지형과 일치하지 않기 때문이다. 청소년층 내부에서도 계층, 성별 등에 따라 교류․협력관이 분할되고 있는 특성을 고려하여 새로운 남북 청소년 교류․협력의 접근 가능성을 모색할 필요가 있다. 이러한 방향에서 인도주의적 지원과 남북 청소년 교류․협력의 동학을 논의하였다. 특히, 북한청소년의 가치관과 일상생활의 변화를 이끌어 통일 이후의 사회통합 단계에 대비할 수 있는 미래 지향적 시각에서 논의하였다.
The aim of this paper is to seek the possibility of encouraging exchanges and cooperation between the two Koreas through the South's humanitarian aids for the youths. Since the late 1980s, the two Koreas made an effort to promote exchanges and cooperation. However, inter-Korean exchanges mainly focused on economic areas and restricted mutual visit. As a result, inter-Korean relations was limited in terms of openness and interdependence. At the beginning of a new millenium, we need to change traditional patterns of institutionalized inter-Korean cooperation. For the two Koreas, it is time to consider multiple channels of contact between them. To deal with this need, the role of the youth in their societies is vital because the youth, in general, emphasize the value of social justice through their participation in social matters. This characteristic of the youth will contribute to develop inter-Korean exchanges and cooperation. Based on this, the promotion of humanitarian aids could be a crucial point that leads to the evolution of exchanges and cooperation between the two Koreas' youth. Particularly, this new approach is examined from a future-oriented perspective. Through this research, it is expected to prepare for the social integration by inducing the openness of value system in the North and the complex interdependence of inter-Korean relations.
