It is possible to acknowledge the likeliness of an invasion of freedom of privacy in an informational society, only through debates on hazard to human beings inflicted by development of information technology. Therefore, the informational society should be progressed in the direction consistent with the Constitution. Namely, the informational society shall determine whether it introduces or uses science technology and information technology or not, in the direction not to restrict and constrain its members, but to respect and protect them. Given these aspects, the debates on enforcement of National Education Information System(NEIS) until now are full of suggestions for us. This should focus on establishing an informational society to be consistent with the Constitution and an E-Government to protect the rights of people. Especially, a progressing E-Government shall maximize the quality and quantity of services to the people, while it shall minimize the invasion of personal privacy. In other words, a progressing E-Government might maximize the efficiency of the Governmental function as well as the protection of individual rights. A goal of this paper is to study an approach to improve the legal system for promotion of the information-oriented education administration without invasion of personal information, specifically reviewing the legal system involved in the protection of personal information and the information-oriented education administration, under the directives of the Committee for Educational Informatization(CEI).
