President Chun, the President of the Fifth Republic of the Republic of Korea, did not had any democratic legitimacy and morality for his policies such as establishing democratic society, constructing welfare society, reforming education system and developing cultures. During his administration, the national resistance was frequently happened. President Chun officially announced the Protection of Constitution of the Fifth Republic and did not consider the constitutional revision until 1988, the Olympic game in Seoul. Due to the announcement on 13th in April, the new president election could put in force with the constitution of the fifth republic. This announcement made all the nation concentrate. The angry citizens massed all around of nation. The government severely curtailed a nation of their privileges for having new constitution that they desperately wanted to elect the President by themselves. Through the democratic movement, called 6·10 Democracy Movement, people asked to overthrow a dictatorial government, remove the 4·13 announcement of protection of the constitution and the revision of the constitution to the direct presidential election system. From 12th of February of 1985, the general election to the 13th of April of 1987, people wanted to make a democratic constitutional government via revision of the constitution. In this aspiration toward new constitution of the nation, the different views of the government and opposition parties on the current situation made a deal to the 9th revision of the constitution of the Republic of Korea.
