South Korea is predicted to pass an aged society of 2000 houses and to become a super-aged society soon. Therefore, a job market is experiencing a time of transition which resulted from a deceleration of growth rates caused by the changes of growth pattern and industrial structure. Moreover , according to the 2013 OECD report, Korea has the highest suicide rate in the elderly and has the elderly poor among OECD countries. It is necessary to increase the employment of older seniors, but it also implies many problems as byproducts. Above all, it is natural to ensure a healthy and stable life for the elderly as well as to respect the elderly who have contributed their lives to the development of nation and society and to child nursing. Taking as that all members of our society will become the old man someday because of aging phenomena, the issue of expansion of the elderly employment that is the basis for the elderly welfare system has to be approached from the various and macro perspectives of such as improving the country's growth potential and establishing a systematic construction of social safety net. Thus, it should be fully guaranteed for the elderly of the opportunity to participate in social activities and to engage at work truly in order to lead a life worthy of human beings For this, a social nation should be successfully reached via substantial expansion of employment of the elderly. In addition, fundamental principles have to be set regarding enacting the related law by considering the various factors as shown above. In other words, 'UN Principles for the elderly proclaimed by the General Assembly of United Nations such as ' Independence', 'participation', 'protection', 'self-realization and 'dignity must be preserved as the fundamental principle for legislative challenges. Firstly, this requires to redefine the concept of the elderly and minimum age to work in connection with the welfare and employment of the elderly regarding the legislative challenges on long-term expansion of the elderly employment. Secondly, a mechanism for social agreement should be provided for a gradual extension of the retirement age. And The lowest limit of minimum wage system" should be raised for ' Guaranteeing the income necessary to maintain a basic life for the elderly' ,and the age for pension for the elderly should be extended as well. In addition , senior employment should be expanded by means of revitalizing the higly effective field of employment in order for "The Elderly Employment Friendly Economic Environment and The Base for Aging Industry ". Incentives should be payed for creating the elderly employment. And employment policy has to be developed as compatible with the characteristics of the elderly and as improving the employment quality. Rural communities should be supported since it has become an aging society radically. For the last one, South Korea should succeed in building a Social Nation by developing the supportive measures for the elderly women, the disabled elderly and the elderly foreign residents.
