From the beginning of the 21st century, the new technology and new growth industry has been the leading industry focused on a new development pattern designed to free us from dependency on the fossil fuel system and to address the problems of low birthrates and an aging society. The competitiveness of the green industry is important for national competitiveness. Korea’s government needs to take action on climatic change related to green industry through a role as the bridge linking developed and developing countries. As a responsible member of a global society and to contribute towards that global society, it is vital for Korea to improve its brand value through the support of developing countries and assisting the world to cope with global problems. This research comprises five chapters. To promote green jobs through the expansion of green industry, chapter 2(II) examines the concept, objective, promotion field, and scope of green industry; the creation of green industry and green jobs; and the policy changes of foreign countries, such as Germany, Japan, the United States, and China, on green jobs. Chapter 3(III) considers the contexts to promote and create green jobs. Chapter 4(IV) pinpoints the legal requirements to creating green jobs through the expansion of green industry. The conclusion, chapter 5(V), summarizes the main arguments and offers suggestions to invigorate the economy through job creation via the enlargement of green industry in the short term and to lay the legal foundation for durable development of green industry in the long term. The durable development of green industry is imperative to advance the system of Korean green industry and to create more green jobs. To achieve these developments, several legal steps must be taken. (ⅰ)Projects need to be continuously checked through government administration. (ⅱ) There must be active cooperation between government and enterprise on the tasks of green industry. (ⅲ)The legislative system must be improved for low or middle-skill job creation. (ⅳ)Infrastructure, such as programs to train skilled labor and to understand the current status, must be created and built. (ⅴ) All interested parties must participate in the social compromise for the development of green jobs. As is generally known, it is the best welfare to secure jobs. To create green jobs by fostering new growth power is important for the opportunity of good jobs. To achieve this, Korea needs to enhance the creation power of green jobs through support for the improvement of corporate competitiveness. However, when we attain the myth of the 21st century by fostering the new growth power industry, such as the promotion of green growth through a stronger support of R&D finance to prevent global warming, we should keep in mind that we must achieve economic growth and job creation as well.
