The Japanese military ‘comfort women’ issue is a serious ‘legal’ issue which should be resolved before the victims, who are in their 70’s or 80’s, breathe their last. The issue was raised by Korean women in the late 1980’s and has been discussed in the international communities. The legal conclusions are that those Japanese who had engaged in the Japanese ‘comfort women’ issue committed the international laws including the crime against humanity, and that they should be punished and Japan should apologize and make compensation to the victims. The Japanese government, however, did not accept its liability. So the victims raised lawsuits against Japan in Japan and the United States. Even though the lawsuits made the facts of injury clear and encouraged the movement of the enactment of a law on the issue, they all ended against the plaintiffs. There remains the last ‘legal’ resolution, that is the enactment of a law including the apology and compensation by the Japanese assembly. The Korean government should urge the Japanese government and assembly for the prompt enactment of the law.Key Words : Japanese Military ‘Comfort Women’, Sexual Slavery, Legal Liability and Moral Liability, Righting the Wrongs of the Past
