Detente characterized world politics during the 1970s. The advent of dtente and the softening of the East-West tension, however, were coincided with the worsening relationship between the Republic of Korea and the United States. Focusing on the periods of Nixon(1969~1974) and Carter(1977~1980) administrations when the ROK-US alliance was particularly strained, this article examines reasons behind contentions between the two allies. Because Nixon was a hard-line conservative and Carter a typical liberal, it is difficult to argue that divergence of political orientations between Park Chung Hee and his US counterparts made their relationship worse. The ROK-US tension was more to do with different levels though which Korea was considered. The Nixon and the Carter administrations’ policy toward Korea was an application of general foreign policy doctrines that had been made already regardless of special conditions in Korea. This top-down approach, however, was resented by Korean leaders whose perspective was narrowly focused on Korea.
