본 연구는 의원이 수행하는 다양한 입법활동 중 정책 제안의 측면에 초점을 맞추어 기존 연구에서 의원의 법안 발의에 영향을 미칠 것으로 주장된 정치체계의 다양한 특성들을 종합적으로 고려, 그 주장의 적실성을 31개 민주국가 의회에 대한 교차분석을 수행하여 경험적으로 검증하고 있다. 이를 통해 본 논문은 연구주제와 관련하여 학계에서 일반적으로 통용되고 있는 기존의 주장 내지는 믿음들에 대한 타당성의 문제를 제기하고 다양한 차원의 대안적 주장들을 전개하고 있다. 그리고 연구결과를 토대로 의원의 입법기능을 실질적으로 활성화시킬 수 있는 방안들을 제안하고 있다.
The purpose of this study is to test empirically several hypotheses about the institutional factors that influence the numbers of the bills introduced by legislators. A cross-national analysis in thirty-one democracies is employed in order to test the hypotheses. The findings indicate that conventional wisdom dominating the field of legislative studies with respect to the dependent variable has several problems. This study proposes some alternative explanations that address the problems of the conventional wisdom. Based on the findings, this study also proposes the ways to enhance legislators' performance in the legislative process.
