국가 독립 당시부터 민주주의 가치 실현을 목표를 두었고, 대통령제를 최초로 수용했던 미국에서 아직도 여성 대통령은 한 번도 등장한 적이 없다. 이 글은 최근 국제 사회에서 국가 지도자로서의 여성 대통령이나 총리가 자주 등장되고 있음에도 불구하고 민주주의 선두 국가로 자처하는 미국에서 여성이 대통령에 선출되지 않는 점에 초점을 두고 있다. 초대 정부부터 현재까지 43명의 미국 대통령들은 모두 남성이고, 그 중 한 명만이 소수자 출신이다. 이 연구는 미국에서 여성대통령이 등장하지 않는 이유를 살펴보고 있다. 우선 지금까지 미국 내에서 여성들의 정치참여와 권한 획득의 변화를 통해 미국 정치 환경에서 여성의 위치가 어느 수준에 있는가를 파악함과 동시에, 여성들이 미국 대통령선거에 어떻게 도전해왔는가와 그 변화를 추적하고 있다. 한편 기존에 실시되었던 여성 대통령에 대한 여론조사는 유권자들이 대통령 선거에 여성후보가 있다면 어떤 선택을 할 것인가에 대한 시기별 변화를 보여준다. 제3자 효과를 보이는 여론조사 결과는 여전히 미국 내 성별 차이에 대한 고정관념이 잔존하고 있음을 보여주고 있다. 이런 현상은 미국인들이 여성이 이상적인 리더십 특성을 지니고 있음에도 불구하고 현실적으로는 여성 후보들이 기회를 얻지 못하는 점에서도 나타난다. 미국에서 여성이 대통령이 등장하지 못한 몇 가지 제약을 제시되고 있다. 대통령직에 도전하기 위한 정치경력으로서 주지사나 상원의원의 배경을 가지고 있는 여성후보군이 많지 않은 점, 선거제도 및 과정에서 정당공 천과정, 선거자금, 미디어의 보도 등에서 여성후보들이 직면하는 문제점이 있다. 여성후보에게 주어진 정치환경적 문제를 극복하기 어렵다면, 다른 국가들에서 등장한 여성대통령처럼 가족연계적 배경을 지니거나, 여성후보에게 아주 유리할 수 있는 시기를 맞추는 ‘timing 전략’이 필요할 것이다.

The United States was built on embodying democratic values since independence and created as the first presidential system in the world. However, there have unfortunately been no female presidents yet, even though recently several women got elected as presidents or prime ministers in many other countries. This study focuses on why the U.S. as a model of democracy never had a female president. Since the first U.S. government the forty-three presidents have been all male, and just one of them is a minority. First of all, this study examines the women's status in political realm reviewing women' political participation and their suffrage in the United States. It also traces the women who have challenged to the Presidency historically. Next, in order to explore public attitudes toward a potential first woman president and public views on the possibility of a woman president, the polls asked whether a respondent would vote for a woman for president from their own political party if she were qualified as well as whether the U.S. is ready for a female president are compared. The U.S. public attitudes on a woman president shows "the third person effect" resulted from the gender stereotypes in politics. Still and all, women candidates must have certain barriers that made them not being a presidential candidate, such as lack of qualified woman candidates, disadvantages in primary election, and unfriendly press coverage to female candidates. If some women who are viable, prospective candidates under the present U.S. political climate, want to run for the presidential position, the “timing” would be very important.
