제주지역은 우리나라에서 관광산업이 가장 활성화된 지역으로서,관광활성화정책과 함께 관광지들이 지속적으로 개발되어 왔다.그러나 관광지의 개발에 있어 입지선정에 대한 법적근거가 취약하고,입지변화에 대한 실제적 검증이 부족한 현실이다.본 연구에서는 사업대상자들의 의사에 의해 비교적 용이하게 입지결정이 진행되는 단일시설관람형 관광지를 대상으로 제주지역의 관광지 개발시기를 구분하고 제주특별자치도 도시계획 조례로 지정된 제주만의 독특한 구분인중산간지역(표고 200m에서 600m 사이 지역)의 입지를 기준으로 입지변화 과정을 분석하였다.그 결과 제주지역 단일시설관람형 관광지 개발시기를 발아기(發芽期:1982~1997년),착근기(着根期:1998~2004년),성장기(成長期:2005~2008년),고도집적기(高度集積期:2009~2012년 현재)로 구분하였다.발아기,착근기,성장기,고도집적기의 시기구분에 맞추어 입지 변화양상을 살펴본 결과 단일시설관람형 관광지는 초창기에는 해안선을 중심으로 한 해안인접지역에 개발되는 양상을 보였으나 현재는 점차 중산간 지역으로 이동하고 있는 추세를 보이고 있다는 것을 확인하였다.
Jeju Island shows most active tourist industry in Korea. And tourist sites have been developed continuously along with policy to activate tourism. But the reality is that legal ground about selection of location is weak in development of tourist site and actual proof about location change is poor. This study divided development period of tourist attractions in Jeju Island and analyzed process of location change based on location of the middle mountainous areas(areas between 200m and 600m in altitude). Middle mountainous areas is a unique classification in Jeju, designated in regulations of urban planning for Jeju special self－governing province. The subject of the study was tourist sites of unit facility viewing type for which location is comparatively, easily decided by opinions of people related to business. As a result, development period of tourist attractions for no complex facility viewing type in Jeju area was divided to Germination Period(1982~1997), Rooting Period(1998~2004), Growing Period(2005~2008), and High integrated Period(2009~2012 present). Based on investigation of location changes in line with period division of Germination Period, Rooting Period, Growing Period, and High integrated Period, tourist site of unit facility viewing type was developed in areas near coast centered on coastal line in the beginning. But it was identified that gradually it is moving to the middle mountainous areas.
