필자는 전후초기 대만의 혼란을 대만 2·28 사건의 간접적인 원인의 하나로 보았고, 이 혼란의 배경에는 중국 대륙으로부터 온 국민당 여러 계파의 이익과 지위다툼이 큰 역할을 하였다고 생각한다. 일본의 대만통치가 종식되면서 국민당 정부가 파견한 관원들에게로 새롭게 권력의 이동이 이루어졌다. 기존에는 대만 2·28사건을 외성인과 본성인의 갈등, 즉 대륙에서 온 사람들과 대만 본토 사람들 사이의 갈등과 충돌이 원인이 되었던 것이라고 보는 것이 지배적이었다. 진의가 대만의 행정과 군사의 수장으로 파견되고 그와 함께 대만을 접수한 관원들은 일본식민당국이 물러간 자리를 대신한 최고의 권력층이 되었는데, 그들은 대부분 대만접수를 위해 잘 훈련된 사람들이었다. 이들 외에도 국민당의 여러 계파도 대만으로 들어왔는데 이들은 진의 정부와 협조적인 관계를 이루지 못하고 오히려 경쟁적으로 권력다툼을 벌였다. 여기에 대만 본토세력들 가운데서도 자신들의 지위와 권익을 위해 국민당계파와 연합하여 진의정부를 공격하는 무리들이 있었다. 대만학자 진명통은 이 셋을 각각 대등한 위치에서 권력다툼을 벌이던 파벌이라고 분석한 반면, 본 논문은 이 셋의 성격을 재검토하여, 크게 진의의 사람들과 대륙에서 온 사람들로 구분하였고 전체적으로는 이 둘 사이의 갈등으로 이원화된 가운데 대만본토세력이나 진의 정부의 일부 사람들은 자신들의 이익을 위해 대륙에서 온 세력에 협조하거나 지원을 받으며 진의와 대립하는 양상을 띤 것으로 분석하였다. 대만 사람들은 이렇게 국민당 내부에의 권력다툼의 양상에 대해 실망하였고 오히려 일본 식민통치자들의 자리를 이어받은 동포라고 생각했던 국민당정부에게 깊이 실망을 하게 되었다고 결론짓고 있다.
I noted the confusion in Taiwan at the beginning of the post-war regarded as one of the indirect causes of the 228 Incident in Taiwan, and I thought the authorities from mainland China provided the causes of the conflict. With the end of Japanese colonial rule, the power structure has been reorganized into new government system of KMT. Generally speaking, conflict between new government from mainland and the settling powers in Taiwan was brought out the 228 incident. Chenyi and his Taiwan Administrative Offices formally was in a position of highest power instead of Japanese colonial rule. Most of Chenyi Government's administrators were trained as the experts for all parts of governance in Taiwan. Meanwhile, besides Chenyi and his partners, KMT's own factions also came to Taiwan to take the advantageous position first in the party affairs, the fields of politics, the industry economy, the military. Those factions of the KMT broke a lance with Chenyi's government, furthermore they were in confrontation with Chenyi. In addition, the settling powers in Taiwan entered into a combination with the KMT's factions against Chenyi. So the three of them may say The authorities at that time, that is, who are the main characters of this paper. Apparently, Chenyi was in the position of supreme power in Taiwanese adminstration and military, but he could do nothing under his means. The CC Clique engaged in KMT's affairs, the Military-Statistics Bureau was in control of the military and the secret intelligence service, the Youth League of Three Principles of the People absorbed the young intellectual class, and the Kung-Soong group seized the economy and finance. They all came from mainland, but didn't collaborate with Chenyi, and they went as far as to capitalize the settling powers of Taiwan to press Chenyi. Not enough of the Taiwanese settling powers were standing against Chenyi, so they cooperated with the KMT's cliques from mianland. Eventually, the conflict among the authorities in Taiwan at the beginning of the postwar proceeded from conflict between Chenyi and the KMT's cliques, some of Taiwanese wanted to take advantages between them, but most of Taiwanese felt doubts about KMT's government ruling.
