Korean Literature under Control of the Maintenance of the Public Order Act in Late 1930's

이 논문은 1939년 9월에 적발되어 1940년 1월의 재판에서 5명이 실형을 받은, 고성지역을 중심으로 한 비밀결사 사건을 대상으로, 조선 문학에 대한 조선총독부의 이중 통제 즉 경찰기구와 이데올로기 기구를 통한 통제가 작동하는 방식을 살펴보았다. 이 사건은 편집 및 출판 과정에서의 검열 때문에 작품을 출판하지 못했던 문학 지망생들이 직접 출판사를 차리려고 하다가 ‘치안유지법’이라고 하는 일본 경찰에 걸려 처벌 받게 된 사건이다. 이 사건의 주동 인물들은 조선독립을 목적으로 한 ‘민족문학연구회’를 조직하고, 조선어를 수호하고 조선의 전통을 앙양하는 내용을 담은 소설을 써서 신진작가 추천 제도를 실시하고 있었던 『조선일보』와 『문장』 등에 투고하였으나, 편집자의 내부 검열에 의해 작품을 출판하는데 실패 한다. 이후 이들은 ‘조선문예부흥사’라는 출판사를 설립하여 자신들의 작품을 직접 출판하려고 하다가 일본 경찰의 단속에 걸린다. 재판 결과 이들은 치안유지법 위반으로 실형을 받게 되는데, 그 근거는 조선독립을 위해서 조선어 사용을 사용하고 조선 전통을 앙양하자는 것이었다. 이 사건은, 1938년을 전후하여 일제가 조선어와 조선 전통에 대한 연구, 교육 그리고 출판 등을 일본이라는 ‘국체를 부정’하는 행위로 규정하고, 조선어 사용 옹호나 조선 전통 논의를 감시와 처벌의 대상으로 규정하였음을 잘 보여준다.

In September 1939, one secret organization in Goseong area was discovered, and 5 members of this group were sentenced in guilty in the trial in January 1940. This article sheds light on the mechanism of control over the Koreans by the police and ideological machine, acting on Goseong secret organization incident. Leading figures of that secret organization organized ‘National Literature Research Association,’ aiming at independence of Korea. They wrote novels, claiming the support of Korean tradition and protection of Korean language through literature activity, and tried to publish in the Chosun Daily, actively recommending new writers. However, they failed to publish due to the internal censorship of editors. Thereafter, they established Chosun Literature Renaissance Publishing Co. by themselves for publishing their literature works but were accused of promoting of Korean language usage and of upholding Korean tradition, and sentenced in guilty on the infringement of the Maintenance of the Public Order Act. Unquestionably, this incident showed that Japanese colonial authority regarded any activity of research and education on Korean language and traditions, and its publication as a negation of Japanese National polity. In this regard, this incident confirmed that any discussion on Korean language and tradition was the subject of police surveillance and punishment.
